With these changes, the road plan is approved. Please submit two copies of the construction set to my attention.
I understand after talking with Ana that you have started the process of posting bonds and paying the Lickinghole fee.
Please also note that, since it wasn't done with the road plan, an overlot grading plan per Proffer 7 will be needed
before the final subdivision plat can be approved. With the next plat submittal, or with the road plans, please provide a
separate, retitled and modified S -1 (called " Overlot Grading Plan ") that meets all of the requirements in the subsections
of Proffer 7. Please refer to my plat comment letter for a few items that I thought a revised Sheet S -1 needed after a
quick, cursory review.

Please see attached pdf which addresses your comments as follows:
• Legs of turnaround have been lengthened and access easement has been adjusted.
• Rear setbacks have been revised to 5'.
• Speed limit signs are shown on all public roads.
I believe this should satisfy the requirements for the road plan to be approved and permitted. Please advise if there is
anything additional needed.

Your response letter seems to me to have indicated that you included the turnaround in the private road easement since
it does not mention an "access and maintenance easement ":
2. The private road easement has been established to encompass the turnaround
But, after talking with Megan late last week, I don't think it matters what you call the easement. What you have
designed is an alley, and the setback shall be measured from the edge of easements, whatever they are referred to as.
[14 -106, 18- 4.6.4] The private maintenance agreement required by 14 -317 will need to refer to and cover both
easements. So, you can keep the two easements, but adjust the setbacks and maintenance accordingly.
Megan has informed me that you should be using 5ft setbacks from the rear property line (see attached).

Phil,
When Max provided this comment, I remember discussing the fact that we were setting up the easements for 13B the
same way they were set up for block 13A. An access & maintenance easement was dedicated to encompass the
turnaround, as you can see on the recorded plat for block 13A (attached). We were in agreement that as long as the
turnaround was within an access/ maintenance easement, it did not have to be within the "private travelway"
easement. This was noted in our response letter (see attached).
Let me know if this is still an issue.

The road bond for Block 13B has been computed to be $523,400. Once this and the ESC bond are posted, the road and
ESC bonds for WPC- 2010 -00080 (Upland Drive Extension) can be released. Please contact Ana Kilmer at 296 -5832 x3246
to post these Block 13B bonds.
The Lickinghole Basin Fee for all of Block 13 has been computed to be $6,275.69. This fee includes the first Block 13 plat
which, according to county records, no Lickinghole fee had been received for If this is incorrect, please let me know and
it will be recomputed to only include the Block 13B areas.
Before the subdivision plat for Block 13B can be approved, all bonds must be posted, the Lickinghole fee must be paid,
an overlot grading plan meeting all requirements of Proffer 7 must be approved, and all other subdivision plat
comments must be addressed.
