Subject: Rio Hill Shopping Center (Kroger Fuel) Major Site Plan Amendment (SDP- 2012 - 00003)
The second submittal of the major site plan amendment, received on 21 February 2012, for Rio Hill
Shopping Center has been reviewed. Engineering can recommend approval to this application after the
following:
1. Before this site plan can be approved, an ESC plan must be approved by the county. An MS -19
analysis will not be required as a part of that ESC plan because both the total volume and rate of
runoff have decreased with this application. For the same reason, no Stormwater Management
measures will be necessary.
(Rev. 1) An ESC application has been received. Comments from the review of this plan will be
provided in a separate document.
2. The striped islands west of the canopy must be curbed. [18- 4.12.15.f]
(Rev. 1) Comment has been addressed.
3. If 9ft wide spaces are provided in the parking area west of the canopy, the access aisle width must
be 24ft. If the parking spaces were increased to 1Oft in width, the 20ft access aisle would be
considered acceptable. [18- 4.12.16]
(Rev. 1) Comment has been addressed.
4. The applicant must modify the pavement section to meet the VDOT Pavement Design Guide. [18-
4.12.15.a]
(Rev. 1) Please increase the asphalt concrete base to its minimum thickness of 2.5 inches and
keep the depth of surface asphalt at 2inches.
5. The northwestern entrance must be widen to 26ft. [18- 32.7.2.7]
(Rev. 1) This entrance has been modified to be one -way in, which is an acceptable alteration.
However, to limit conflicts at this point, reduce the width to 16ft and provide two "do not enter"
signs flanking the entrance.
6. A drainage area map showing the watershed for each of the new inlets must be provided. [Design
Manual]
(Rev. 1) In the drainage area map, please include the limits of the watershed for structure 7.
7. The type and size for each inlet structure proposed in this application must be provided. Other than
the trench drains, all drainage structures must be a specification from VDOT's Road and Bridge
Standards. [Design Manual, 18- 32.6.6]
(Rev. 1) In the table on sheet C -2, please replace the labels of structures 1, 5, and 7 with VDOT
designations DI -2C, DI -1, and DI -1. Please also label the throat length of the DI -2C in this
table. Please replace the DI -2D, 2E, and DF detail on sheet C -6.1 with the detail for DI -2A,
2B, and 2C (104.03)
8. Ron Higgins, the County's Deputy Zoning Administrator, has determined that the 5% maximum
slope standard of 18- 4.12.15.c does not apply to any area developed with this plan. This comment
is only advisory.
