I have completed my review for the Albemarle County, Architectural Review Board (ARB) and identified the following issues that will need to be adequately addressed for an administrative approval. Issue: Hollymead Town Center, Area A -I Kohls, Approved Sign Criteria Approved sign criteria for this building (see attached) limit sign colors to Red (Acrylite 278 -OGP), Green (Acrylite 507 -OGP) and White (Acrylite 048 -2GP). The current proposal is showing blue acrylic channel letter faces and a matching blue background for the tag line cabinet which are not approved colors for this location. Recommendation: Revise the proposed blue color to one of the three colors in the approved sign criteria. Suggestion: Revising the channel letter face and cabinet background color to Red (Acrylite 278 -OGP) and the flag logo in the letter `B" (currently red) to blue could be approved administratively and would allow the applicant to have the red, white and blue theme. Staff believes the small amount of blue color in the flag logo could be approved administratively since it would have a limited visual impact when viewed from the Entrance Corridor. The sign drawing would need to include the Pantone number for the proposed blue color. Issue: Sign Locations ARB General Sign Guidelines indicate that a wall sign's size must coordinate with the architectural element's size and should not over -crowd the architectural element, wall or sign area. Wall signs must integrate with the building's architecture and the sign placement shall not obscure architectural details. The sign in the front, southeast elevation, in its proposed location, would obscure visibility of the circular brick detail (see attached photo) and the proposed width of the sign overcrowds the sign area. The circular brick detail is not shown on the drawing. The sign in the side, northeast elevation, in its proposed location, would obscure visibility of the circular brick detail (attached photo). In the sign drawing, the height of the brick area above and below the circular detail does not match the as -built condition (attached photo). Recommendation: Revise the front sign drawing to show the sign centered in the brick sign band beneath the circular detail, reducing its width (& possibly height) to be proportionate with the sign band behind, allowing the brick to frame it on all sides. Add the existing circular brick detail to the front sign drawing. Revise the side sign drawing to show the sign centered in the brick sign band beneath the circular brick detail, reducing its size if necessary, to allow a sufficient amount of brick to frame it on all sides. Revise the building elevation shown in the side sign drawing so the location of the circular brick detail matches that of the as -built condition. Issue: Tagline Cabinet & Tenant Panel /Opaque Back_rg ound The Zoning Ordinance and the ARB General Sign Guidelines require that the background of internally illuminated cabinet signs be opaque. The application drawings do not indicate that the background of the wall tagline cabinet or freestanding tenant panel are to be opaque with only the text to illuminate. • Recommendation: Revise the sign drawings to indicate that tagline cabinet for the front and side signs and the tenant panel in the freestanding sign shall have opaque backgrounds with only the text to illuminate. Issue: Raceway Color The ARB requires that the raceway color matches the surface to which it is attached. The sign drawings state the raceway color is to match the fascia color while the raceway is attached to the brick wall. • Recommendation: Revise the sign drawings to include the following note: "The raceway color shall match the color of the surface to which it is attached". Issue: Proposed LED /Level of Illumination The ARB requires the following note addressing the level of illumination when LED is proposed. "The level of illumination provided by the LED lights will not exceed the illumination produced by a single stroke of 30 milliamp (ma) neon ". • Recommendation: Revise all sign drawings, where LED illumination is proposed, to include the following note regarding intensity: "The level of illumination provided by the LED lights will not exceed the illumination produced by a single stroke of 30 milliamp (ma) neon ". Issue: Drawing Label The wall signs are not labeled for their location (e.g. front sign, side sign) • Recommendation: Revise the wall sign drawings to include a label (front, side) indicating their location.
