Engineering can recommend approval to the plan after the following comments have been addressed. 1. This plan cannot be approved until the WPO plan is approved. The review of the WPO plan will be provided in a separate document. (Rev. 1) The WPO plan is still under review. (Rev. 2) Comment remains unchanged. 2. 1-1, —1 1 10 L... -- L.I end of the travelway improvements or request a waiver by the Chief of Current Development per 18- 4.12.2.c. [18- 4.12.15.g] (Rev. 1) Comment has been addressed. 3. Please provide curbing around the employee parking lot or request a waiver by the Chief of Current Development per 18- 4.12.2.c. [18- 4.12.15.g] There is a possibility that the curbing on the downhill end of the parking may be waived by engineering review, but this will be determined with the review of the SWM plan. (Rev. 1) The applicant has provided a request to the Chief of Current Development for a waiver of the curbing requirement. Per 18- 4.12.2, I cannot conclude that the granting of the waiver would be "equally or better serve the public health, safety, and welfare. " Please refer to the WPO letter for Engineering analysis of the curbing waiver with regard to Stormwater Management. (Rev. 2) Curb has been added in the lower parking lot as required by ordinance. 4. What is the proposed sight distance for the entrance to employee parking lot? What are the average and posted speeds on Wellington Drive at this location? [18- 4.12.15.d] (Rev. 1) Simply claiming that a vehicle cannot travel safely at a speed faster than 15mph is not suff cient justification for placing a 15MPH speed limit sign on Wellington Drive. To do this, you must provide a speed study showing that a 15MPH speed limit is warranted. The speed study must be submitted in accordance with standard VDOT procedures. If the data does not necessitate a lower speed limit, a safe entrance at this location may not be possible. In any case, the line of sight must be cleared of all vegetation that would impede sight distance. Please show the sight distance line on the landscape plan so that this can be confirmed. (Rev. 2) The applicant has relocated the entrance and shows the forested area to the west of the lot to be cleared. This clearing establishes adequate sight distance, but proposed landscaping Albemarle County Community Development Engineering Review Comments Page 2 of 2 west of the entrance will now obstruct the sight line. Please remove the River Birch and Redosier Dogwoods from within the sight distance triangle. If the applicant wishes to keep the Virginia Sweetspires in the locations currently proposed, please provide two sight line profiles assuming full grown shrubs (5ft tall) to determine whether the landscaping would inhibit proper sight distance. One of the profiles will be for the sight line currently marked on the plan. The other should be for a shorter distance across the northernmost sweetspire (adjacent to the westernmost dogwood). Additionally, the change in entrance location results in a design that is not compliant with Section 18- 4.12.17.b of the County Code. The slope from the edge of the road is 10% to the edge of the parking lot. This is not an acceptable landing. The ordinance states that a landing at no steeper than 4% for a distance of at least 40ft from the edge of the road is needed. Please also identify a VDOT entrance standard for the design of this entrance. Please regrade the entrance and make sure an adequate landing is provided that also meets the VDOT standard specified while not causing grades steeper than 5% to occur in the travelway adjacent to parking spaces.
