Owner or rep.: Mr. Jackie Shifflett Date received: 17 January 2012 (Rev. 1) 13 March 2012 Date of Comment: 15 February 2012 (Rev. 2) 3 April 2012 Lead Engineer: Phil Custer The first revision to the final plat for the Old Trail Creekside Phase III Phase II, received 13 March 2012, has been reviewed. Engineering will have no objection to the approval of this plat after the following comments have been addressed. 1. This plat cannot be approved until the WPO and Subdivisions bonds have been posted. To request a bond estimate, please submit a completed Bond Estimate Request Form to the county engineer after all of the construction plans have received approval. The computation of the subdivision bond will not be performed until a $250 fee is paid to the county. Before a subdivision bond can be posted, the county engineer must approve the applicant's Schedule of Completion. At the time of this letter, the construction plans have not been approved. Because of this, additional comments may be provided during later reviews of this plat. (Rev. 1) Comment has been acknowledged by the applicant. 2. The county's private street note ( #16) is shown on the cover sheet. These roads must be public, unless previously authorized. Please remove this note or provide proof of private street authorization. The following five comments assume these roads must be public. (Rev. 1) Comment has been addressed. 3. All roads must be labeled "Hereby Dedicated to Public Use." [14- 302.A.5] (Rev. 1) Comment has been addressed. 4. All drainage easements designations, except the one between lots 36 and 37, must include "Hereby Dedicated to Public Use." (The private drainage easement will likely need a private maintenance agreement.) [14- 302.A.5,14 -317] (Rev. 1) Comment has been addressed. 5. Public drainage easements are needed on the north side of Three Board Lane and encompassing pipe 83's outlet. [14- 303.L] (Rev. 1) The scope of this plat has been revised exclude the Three Board Lane. 6. Deeds of Easement for the public drainage easements must be approved by the County Attorney's Office and recorded with this plat. (Rev. 1) County staff did notfind any deed document for the proposed public drainage easements with the plat resubmittal. 7. Public sidewalk easements appear to be necessary on both sides of all roads. [14- 303.E, 14- 303.L] (Rev. 1) Comment has not been addressed. Please see public street plan comments. Sidewalks, M 10 and their easements, are needed on both sides of the street unless a waiver was granted by the Planning Commission. Please provide bearings on all drainage easements. [14- 303.E, 14- 303.L] Some of the drainage easement lines are missing a dimension as well. (Rev. 1) Comment has been addressed. Sight distance easements may be required, depending on the review of the road plan. [14- 303.E, 14- 303.L] (Rev. 1) The scope of this plat has been revised exclude the needed sight distance easements for Windmere Lane. However, the sidewalk easement on the inside of the curve on Wellbourne is also needed to provide the required 155ft stopping sight distance. Please label this easement as a sight distance easement as well. After reviewing planning comments, it seems that the common area will be dedicated to the county because of the bonus density computed with the preliminary plat. Within the common area to be dedicated is a stormwater facility whose maintenance responsibilities I recommend the county not accept. The applicant should work with the County Attorney's office regarding maintaining the right of the HOA to access the facility for maintenance after it's dedicated to the county. Since this will be an active construction area many months after plan approval, the applicant should also work out language so that they can maintain the sediment basin and every other part of the property within the limits of disturbance after it has been dedicated to the county.
