HomeMy WebLinkAboutARB201200042 Review Comments Miscellaneous Submittal 2012-04-05Brent Nelson From: Brent Nelson Sent: Thursday, April 05, 2012 3:40 PM To: 'Noel Mukubwa' Subject: ARB 2012 -42, Nice Nails Sign, Staff Comments Noel, I have completed my review of this application for compliance with the Architectural Review Board (ARB) Sign Guidelines and identified the following issues that would need to be addressed for an administrative approval (Certificate of Appropriateness). Issue: Background Color The background color on the sign drawing appears to be black; however, the color is not labeled on the sign drawing. Black is an appropriate color and one of the allowed ones in the approved Comp. Sign Criteria. • Recommendation: Revise the sign drawing by labeling the background color. Issue: Sign Li!htim: The sign drawing does not indicate the model number chosen for this submission. The selected bulb type, wattage and color of the fixture is not indicated. The bulb would need to emit fewer than 3,000 lumens in order to avoid the full cutoff requirement and a bronze color fixture would be appropriate for the location on the brick wall. Section 4.17.4 (2) of the Zoning Ordinance below lists the bulb types and wattage that emit 3,000 or more lumens. ARB Sign Guidelines indicate that lighting should be shielded so that it illuminates only the face of the sign and does not shine beyond the edge of the sign. The lighting cutsheet provided seemed to offer a shield. The sign drawing should indicate that option has been chosen. 4.17.4 STANDARDS The following standards shall apply to each outdoor luminaire: a. Except as provided in section 4.17.6, each outdoor luminaire subject to these outdoor lighting regulations shall be a full cutoff luminaire. (Amended 10- 17 -01) 1. For each outdoor luminaire subject to these outdoor lighting regulations pursuant to section 4.17.2.a, whether a lamp emits three thousand (3,000) or more maximum lumens shall be determined from the information provided by the manufacturer of the lamp including, but not limited to, information on the lamp or on the lamp's packaging materials. (Amended 10- 17 -01) 2. For each outdoor luminaire subject to these outdoor lighting regulations pursuant to section 4.17.2.a, the following rated lamp wattages shall be deemed to emit three thousand (3,000) or more maximum lumens unless the zoning administrator determines, based upon information provided by a lamp manufacturer, that the rated wattage of a lamp emits either more or less than the three thousand (3,000) maximum lumens: (Amended 10- 17 -01) a. Incandescent lamp: one hundred sixty (160) or more watts. b. Quartz halogen lamp: one hundred sixty (160) or more watts. c. Fluorescent lamp: thirty -five (35) or more watts. d. Mercury vapor lamp: seventy -five (75) or more watts. e. Metal halide lamp: forty (40) or more watts. £ High pressure sodium lamp: forty -five (45) or more watts. g. Low pressure sodium lamp: twenty -five (25) or more watts. 3. If a luminaire is equipped with more than one lamp, the lumens of the lamp with the highest maximum lumens shall determine the lumens emitted. (Amended 10- 17 -01) Recommendation: Revise the sign drawing to clearly indicate which model number and options have been chosen; including, but not limited to, bulb type, wattage and fixture color. A bulb emitting less than 3,000 lumens, with shielding, is required and a bronze color fixture is appropriate. Please let me know if you have any questions. I would be happy to discuss this over the phone. Emailing revised drawings is the preferred method of submitting revisions. Brent Brent W.
