Perez, Senior Planner Division: Current Development Date: April 16, 2012 Subject: SUB 2012 — 00037 Dol lens — BLA Fax 434 - 972 -4126 The County of Albemarle Division of Current Development will grant or recommend approval of the BLA plat referenced above once the following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision /Zoning Ordinances unless otherwise specified.] 1. [14 -309 & 14 -310] Soil evaluations; Health Director Approval of wells and septic systems. Provide three copies of the results of percolation tests or other methods of soil evaluation used to determine the suitability of the soil for septic systems with conventional drain fields for review and approval by the Health Department. (This requirement is for both lots. This information will assure each lot has the capability to obtain both a primary and a reserve drainfield onsite). 2. [14- 302(A)(9)] Building Site. While the existing house is to remain on what is depicted on the plat as TMP 71 -30C, the County needs to assure that there is buildable area on the lot. Please show a building site on this lot that meets Chapter 18 Section 4.2.1 This may require the "new property line" be adjusted so the building site is not in the flood zone, or the 100' stream buffer, or on critical slopes. 3. [14- 302(A)(9)] Building Site. The building site which is shown on TMP 71 -30 is not a rectangle, in order to meet the requirements of the ordinance revise the building site to be rectangular in shape. 4. [14- 302(8)(10)] Stream Buffers. The lines on the plat for the stream buffer (which are also mentioned on the plat as being the boundaries for the Floodplain: note #6) do not appear to consistently be 100' from the stream. Northern portions of the existing line appear to be more than 100 feet from the stream and southern portions of the existing line appear to be below 100 feet. Assure the stream buffer is 100 feet wide on each side of the stream. It is recommended a separate line be developed specifically for the stream buffer. 5. [Comment] Septic systems must be at a minimum 100 feet from all streams. Revise note #7 and assure that the septic system is in fact at a minimum 100 feet from any stream. 6. [14- 302(A)(10)] Right of further division of proposed lots. On the plat revise note #4 so it complies with the ordinance as specific to this property. "Parcel [letter or number] is assigned [number] development rights and may /may not be further divided and when further divided these rights shall not comprise more than [number] acres. The residue of Tax Map /Parcel [numbers] is retaining [number] development rights and when further divided it shall not consist of more than [number] acres." 7. [14- 302(8)(7)] Reservior watershed. Revise note #3 to state that the property is in the Upper Mechums River Water Supply Watershed which is a part of the South Fork Rivanna Reservoir Water Supply Watershed. 8. [14- 303(0)] Signature panels. On the plat omit the signature lines for the Planning Commission, as this is not applicable any longer. Also there appears to be a minor typographical error with regard to the signature line for the "Agent for the Board of Supervisors." Revise the signature line so that the date does not break up the title of the "Agent for the Board of Supervisors." 9. [14- 302(A)(3)] Existing or platted streets. The location, width and names of all existing or platted streets and all other rights -of -way. For the existing "private gravel road ", Dollens Hollow, please provide the width of the Right -of -way on the plat. 10. [14- 302(8)(1)] General Information. When the plat is revised, please provide the date of the last revision on the plat.
