The ESC plan for the Powell's Creek Interceptor Repair (WPO- 2012 - 00033), received 22 March 2012, has
been reviewed. Engineering can recommend approval to the plan after the following comments have been
addressed.
1. A land disturbance permit will not be issued until all property owners have granted the necessary
easements to RWSA. For existing easements, please show them on Sheet C -4 and label them with
the Deedbook and Page Number. It looks as though easements from the following property
owners will need to be provided:

046CO- 00- 00- OOOA0, Still Meadow Community Association, Inc. c/o Douglas Brooks, Sr.
2. A land disturbance permit will not be issued until a permit from the Army Corps of Engineers and
Virginia DEQ is provided for the disturbance to the stream. Please forward this approval to the
county once it is received.
3. Because this stream alteration is proposed to take place within a FEMA delineated 100 -year
floodplain, the applicant must notify in writing by certified mall all adjacent communities and the
State Water Control Board of the proposal. After doing so, the applicant must also submit copies
of this notification to the Federal Insurance Administration. Lastly, the applicant must assure the
board of supervisors in writing that the flood carrying capacity within the altered water course will
be maintained. [18- 30.3.03.3]
4. The volume of material hauled out of the floodplain must be equal to or greater than the volume of
material shipped in for the construction of the stream work. Please make this clear in the
application, specifically by modifying Miscellaneous Note 1 on Sheet C -3 and providing a cut/fill
balance calculation. Also, if, after the equivalent amount of excess material has been hauled off,
there will be excess material and the applicant wishes to spread it in the vicinity, this must be
included in the limits of disturbance and protected by this ESC plan. [18- 30.3.05.1.1.7.b]
5. The notes on Sheet C -4 and step 1 of the construction sequence in the narrative are acceptable for
the meadow road. The county will bond the entire meadow road for CRS to cover the worst case
scenario. It is anticipated that CRS will be needed 175ft past the culvert where much of the
meadow drains across the road.
6. Please provide a construction entrance on the plan.
7. A grading permit cannot be issued for this project until the ESC bond is posted. Bonds will not be
computed until after plan approval and all easements have been granted to RWSA. To receive a
bond computation, please submit a Bond Estimate Request Form to the County Engineer after the
plan and easements have been approved.
