The following comments are those that have been identified at this time. Comments may be added or eliminated with further review. Under Zoning, please indicate that ZMA- 1996 -008 applies to TMP 09100- 00 -00- 00200. [The approval excludes the portion of the property between the proposed connector road and the Tandem School property (09100- 00- 00- 002A0).] Please add Entrance Corridors and Airport Impact Area under Zoning. Please indicate that TMP 09100- 00- 00 -002AO is zoned R -1. Please list out the conditions of approval for ZMA- 1996 -008, which are: o 1. Preservation of a minimum 100 foot tree buffer, together with a fence at least eight feet in height on the school side of the buffer along the border of the townhouse portion of the Willow Lake Subdivision; o 2. Installation of Best Management Practices to include constructed wetlands to filter the runoff from paved surfaces; o 3. Create wetlands in the margin of the lake to mitigate the filiing of the wetlands; o 4. Retain the six fields relocating one practice field to the area on the southwest side of the lake (competition fields may be increased to three in number); o 5. Relocate the football field to preserve the natural drainage, unless mitigation is conducted by installation of a forebay and wetlands in the end of the lake to filter runoff; (Although not included in the motion, the record will confirm that the football field will not have to be relocated because the Board agreed, by consensus, to the expensed of the mitigation techniques) (Condition #2 best management practices appear to still apply to the current project) 3. [32.5.6a] Date and Description of Latest Revision. Add a date and description of latest revision with each resubmittal. 4. [32.5.6a] Adjacent Parcel Information: Provide the owner, zoning, tax map and parcel number and present use of adjacent parcels. 5. [32.5.6b] Maximum Amount of Paved Parking and Vehicular Circulation Areas. Provide the maximum amount of paved parking and vehicular circulation areas. 6. [4.12] Parking Calculations. No parking study is needed. However, on sheet C 1.0, include student parking as part of the total parking space count. 7. [4.12] Parking Calculations. On all other sheets besides sheet C 1.0, label the type of current parking (ADA, staff, visitor, and student). 8. [Existing Conditions] Show existing conditions as they are existing. Field review indicates the following: o In the row of parking, immediately across from the gravel student parking lot, in which 11 parking spaces are shown, there are 10. 0 10 • Indicate that the area in the corner of the paved lot and gravel lot close to where the FDC water valve shown is currently a "No Parking Area." • Some of the existing parking spaces being counted are not parking spaces, but striped for ADA spaces. Revise the parking calculations to reflect these existing conditions. • For example, the 3rd space depicted, counting from the end of the row of parking spaces immediately adjacent to the gravel student parking lot, is currently striped. • For example, in the row of parking close to the Monticello HS building next to where the bike rack is shown, and immediately in front of the concrete walkway, 4 staff, 1 police, and 2 ADA parking spaces currently exist. The 2 ADA parking spaces are shown on the plan as 4 spaces. See also: [4.12.4b] • Revise the existing parking space count on sheet C1.0, which is 138 rather than 141. • Indicate that the first 2 and 4t h parking spaces next to the row of 5 trees, and closest to the 6th tree on the corner /end of that parking row are ADA parking spaces. • Revise the proposed parking space count on sheet C 1.0, as applicable. [32.5.6e] Existing landscape features as described in section 32.7.9.4.c: Show the existing shrubs under the 4 large trees immediately adjacent to the gravel student parking lot as part of existing conditions. One of the 4 trees labeled as "Remove existing trees (typ.)" on sheet C3.0 is substantially larger than the others. This tree, closest to the fork of the two portions of the concrete walkway, is greater than 6" in diameter. This tree may not be removed. See also: [4.3a] Tree Cutting. REVISION #1: NOT SATISFIED: See below. [32.5.6p]/[32.7.9] Landscape Plan. Provide a landscape plan for review and approval. REVISION #1: NOT SATISFIED ❑ [32.7.9.4a] Provide the location, size, and type of all proposed plant materials. The required plant materials have to be chosen from the recommended species list. The different bids shown for landscaping contain conflicting information. Only one version for the landscaping plan can be approved. ❑ [32.7.9.4c] Tree locations are provided, but a table of existing landscape features is missing. Provide this information, including approximate caliper and the common names of the trees. ❑ 32.7.9.5 MINIMUM STANDARDS ❑ [32.7.9.5a] Large street trees must be at least one and one -half (1 %2) inches to one and three - quarters (1 3/4) inches minimum caliper (measured six [6] inches above ground level) when planted. Provide caliper information for review and approval. ❑ Medium street trees must be at least one (1) inch to one and one - quarter (1 1/4) inches minimum caliper when planted. Provide caliper information for review and approval. ❑ Shrubs for screening must be at least eighteen (18) inches to thirty (30) inches in height when planted. Shrubs for street planting must be minimum twelve (12) inches to eighteen (18) inches in height when planted. Provide caliper information for review and approval. ❑ Planting islands must contain a minimum of fifty (50) square feet per tree, with a minimum dimension of five (5) feet in order to protect the landscaping and allow for proper growth. The 3 trees on the planting island are located too close to one another. Revise. ❑ 32.7.9.7 PARKING LOT LANDSCAPING ❑ [32.7.9.7a] Street trees: Provide the minimum number of street trees along the public street frontage which abuts the Monticello HS parking lot. See [32.7.9.7b]. ❑ [32.7.9.7a] The street trees are to be planted between the street right -of way and the parking area, within the parking setback. ❑ [32.7.9.7a] Street trees are required. If street trees cannot be planted within the parking setback or within ten (10) feet of the street right -of -way due to sight distance, utility easement or other conflicting requirements, then the planting strip must be enlarged to accommodate the trees. ❑ [32.7.9.7b] Revise the landscape plan to include an area equal to five (5) percent of the paved parking and vehicular circulation area in tree or shrub landscaping, for interior landscaping. ❑ [32.7.9.7b] One (1) large or medium shade tree per ten (10) parking spaces or portion thereof is required. ❑ [32.7.9.7c] Additional plantings along public streets: Since the parked cars will be visible from a public street, additional landscaping of low street shrubs is required between the street and the parking lot. ❑ [32.7.9.7c] Shrubs have to be in a single row planted five (5) feet on center. ❑ 32.7.9.8 SCREENING ❑ Screening is required to screen the parking lot from the adjacent residential districts. (Screening should not impact sight distance requirements.) 11. [32.5.6q] Traffic generation figures. Provide estimated traffic generation figures. Indicate the estimated vehicles per day and direction of travel for all connections to a public road. REVISION #1: Comment eliminated. 12. [32.7.8.2/4.17] Lighting Plan. Since future light poles are being shown, provide a lighting plan for review and approval to include cut sheets for light fixtures in order to verify that they are full cut -off, and a photometric plan. The proposal currently indicates 3 light poles being re- located, but only 2 appear to be shown on the existing conditions plan. Please revise. REVISION #1: There are no separate ARB comments besides the need for a lighting plan. A lighting plan, photometric plan, manufacturer's cut sheets, luminaire schedule, etc. are required, if the total light emitted for these lightpoles exceeds 3000 lumens, even for re- location of existing lightpoles. Provide all information required for review and approval. 13. [32.7.9.4b] Conservation checklist. Provide a copy of the tree conservation plan checklist, signed by the owner, on a current or additional sheet. REVISION #1: All checklist items must be checked. Revise all notes below the conservation checklist to refer to the County, not the City. Check off all items on the checklist and have the owner or representative re -sign. 14. [32.7.2.1] Obtain VDOT approval. 15. [32.7.2.7] Obtain Engineering approval. It is unclear what will be happening with the gravel student parking lot. Coordinate with the engineer and/or planner on what is planned. REVISION #1: The different bid versions are still a problem. If bid versions are desired, each bid version must separately meet minimum requirements during Planning and Engineering review. The bid versions may need to be shown on separate sheets. Coordinate with the planner (434- 296 -5832 x3458), once Engineering review is completed, to discuss possibilities for approaching the bid versions. 16. [General Comment] Remove the Planting Note #11 that was added with Revision #1. All landscaping is subject to review and approval by the County.
