Perez, Senior Planner Division: Zoning and Current Development Date: April 20, 2012 Comments Revised May 3, 2012 Subject: SDP 2007— 00155 Shadwell Market—Final Site Plan Fax 434 - 972 -4126 The County of Albemarle Division of Current Development Planner will recommend approval of the plan referenced above once the following comments have been satisfactorily addressed (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the applicable reference, which is to the Subdivision /Zoning Ordinances unless otherwise specified.] Comment Omitted At the May 3, 2012 legal meeting it was determined by the Zoning Administrator through discussions with the County Attorney that the 2' overhang is permitted in the 10' parking setback, thus the above comment is no longer applicable. An official determination of these findings is being written up and will be provided to the file at a later date. This revised comment letter will serve as a note in the file to document the findings till the official determination is completed. 2. [Comment] The landscaping (IG: Inkberry Holly) fronting the parking spaces will need to be pushed back two (2) feet to account for and accommodate the two (2) foot overhang. 3. [18- 32.5.7 & 17 -403] A Tier III Groundwater Assessment is required to be completed before the final site plan can be approved. Since the previous review /comment letter was sent the fee schedule has been modified, the current Tier III fee is $510, please submit the fee and the assessment. The County Engineer/ Engineering Department will be your contact for this requirement. 4. [18- 22.2.2.11] Special Use Permit. On sheet 1, under Site Specifics, note #8 depicts "Water usage not to exceed 400 gal Per Day." However, a Special Use Permit (SP2008- 00033) was approved for this site on Dec 3, 2008 and is still valid pursuant to State Code 15.2- 2209.1. This SP allows the use of more than 400 gallons of groundwater per site -acre per day for the convenience store. Revise note #8 to depict the above information on the plan. 5. [18- 32.5.6r] After a recent site visit it appears that the existing conditions on site do not match those that are depicted throughout the plan, such as: Existing Building to be removed, Existing Gas Canopy to be removed, and an Existing Freezer Unit ... etc. Also, it appears that the realignment of Route 22 and Luckstone Entrance have been completed, whereas on the plan these are labeled as "proposed ". Please verify/ certify that the existing conditions are accurate as shown or revise the plan to show current conditions of the site. 6. [18- 32.5.6(a)] There seems to be some discrepancy between County records and the plan in terms of adjacent owners, specifically TMP 79 -7 being owned by Rivanna LLC c/o Charles Luck and TMP 79 -19 being owned by Charlottesville & Albemarle Post 74. Please verify and revise if needed. 7. [18- 32.5.6(a)] On sheet 1 please add the following: `Entrance Corridor Overlay' to the zoning classification for the site. 8. [18- 32.7.9] Numbers in plant schedule do not match those on the plan. Sheet 6, the plant list depicts 126 Inkberry Holly, however there appears to only be 125. Please correct. 9. [18- 4.12.16(a)] Parking. On sheet 1, under Site Data, for Parking Required 16 spaces are listed. For Parking Provided there are 19 spaces listed. After having reviewed the plan 15 spaces are adequately depicted. The two parallel parking spaces titled: "Employee Overflow Parking" are not permitted because they are located in the drive aisle and will impede traffic flow. Assure these are removed and parking calculations revised. Also for parking spaces that are under the canopy, please depict the location and dimensions of these on the plan for review. At a minimum 1 additional space needs to be adequately located on the plan to assure the site meets the minimum required parking of 16 spaces. 10. [18- 32.5.6a] Assure the plan has at a minimum the most recent revision date listed on it. 11. [Comment] Previously on sheet 5 an easement to construct the septic drainfield was depicted on TMP 79- 7. Why has this been removed from the current plan? Without the easement how does the applicant propose the septic drainfields be installed? 12. [Comment] Sheet 9, Fuel Truck Turning Movements, the diagram of the site's entrances do coincide with the rest of the plan, specifically the triangle separating the lanes. The diagram depicts the triangle on Route 22; however the rest of the plan sites it as being on Route 250. Please revise to assure the diagram is consistent with the plan. 13. [Comment] On sheet 4 it appears that the last of the ten (10) parking spaces did not print out on the plan. Assure this is depicted on the revised plan. 14. [18- 32.7.9.8] Screening The plan references Architectural Drawings for the dumpster enclosure and an associated stone wall; however, no Architectural Drawings are provided. Please provide these drawings as a part of the plan for our review to assure that they meet the screening requirements of the ordinance. Also, on the plan please list the height of the dumpster enclosure/ stone wall which is surrounding the dumpster. 15. [18- 32.7.9.9] Tree Canopy. Sheet 6, Tree Canopy Calculation, Required Canopy Calculations: it appears that the calculations as shown on the plan are incorrect and need to be revised. The Site Area is listed as 0.59 acres but should include the entire site, thus the Site Area should be 1.18 acres. The chart incorrectly credits "open space ". As it appears on this plan, there is no true "open space" as defined by section 18 -4.7, thus this acreage cannot be deducted from the Site Area. The Required Canopy = 10% of 1.18acres = 5,140 SF Please revise. 16. [18- 32.7.9.9] Tree Canopy. Sheet 6, Tree Canopy Calculation, Proposed Canopy Calculations: it appears that the tree types and quantity used in these calculations are not the tree types nor quantities used in the Plant List for the site. Specifically, Prunus Laurocerasus is not utilized in the Plant List, nor is Quercus Palustris. Assure the chart is revised to match the Plant List. 17. [Comment] Sheet 6, Note #14 references "Pin Oaks ", which is a type of tree that is not utilized in the Plant List for the site. Revise this note to apply to the applicable tree or remove it completely. 2 18. [18- 32.7.9.4(b)] The included Conservation Checklist must be signed and dated. 19. [18- 32.5.6(1)] Please provide location specifics for utility easements, for existing easements including Deed Book references. 20. [18- 32.5.6i] Sheet 1, Site Specifics, note #6 lists "All storm drainage easements to be dedicated to Public Use" and sheet 5 has a note on the plans "Proposed permanent drainage slope easement for maintenance of pipe, outlet ditch and slope." Has the storm drainage easement on TMP 79 -7 been finalized/ set to record during the Luckstone Entrance and Route 22 Realignment? If not, provide the deeds for these easements; these will be forwarded to the County Attorney for review and approval. 21. [Comment] Sheet 9, the cut sheet for "Street Light Pole Technical Data" is unreadable (extremely blurry) and needs to be revised. 22. [Comment] Sheet 12 does not match the sheet index description on sheet 1, previous submittals of the plan provided Building Retaining Wall schematics on this sheet, currently these schematics are not provided. Why has the Building Retaining Wall schematic been removed? Has the existing Retaining Wall been approved by the County? 23. [ARB Comments] ARB review of the lighting plan has requested revisions to the lighting plan (see Margaret Maliszewski's comments below). Please include these revisions to the site plan. Sheet 6: • An area near the southeast corner of the site is hatched. Previous plans indicated the hatched area was to be planted with Liriope, but Liriope has been deleted from the Plant List. Revise the plant list to include the Liriope that was previously proposed. • Notations identify details on sheet 11 that actually appear on sheet 12. Update the notations. Sheet 7: • Include on the plan the cut sheets for each proposed light fixture. • Update the luminaire schedule to show the LLF as 1.0. • Revise and update the photometrics using the 1.0 LLF. • Clarify the max 90.6 fc identified in the statistics table. 24. [Health Department Comments] The Health Department (Bill Craun) has requested the applicant send updated engineering plans for their review. The site's P/R septic system needs to be approved by the Health Department prior to final site plan approval. Once approval is received please provide documentation for our records.
