Phil,
I received revisions to the subject road plan directly from Collins Engineering with a revision date of 4 -17-
2012.
The subject plan has been reviewed by VDOT and meets the minimum standards for proposed roads to be
included in the state maintenance system. The proposed roads with this plan will be eligible for state
maintenance when construction is complete and the roads meet the minimum service requirements set in the
Secondary Street Acceptance Requirements contingent upon the contractor or developer meeting the
following conditions:
1. Mandatory inspections at the following phases are required for roads that are proposed to be state
maintained:
a. Installation of any enclosed drainage system before it is covered
b. Installation of any enclosed utility placements within the right -of -way before being covered
C. Construction of the cuts and fills, including field density tests, before placement of roadbed base materials
d. A final pavement design, based on actual soil characteristics and certified tests, shall be completed and approved before the
pavement structure is placed
e. Placement of base materials, including stone depths, consistent with the approved pavement design, prior to placement of the
paving course or courses, followed by field density and moisture tests and the placement of a paving course as soon as possible
Construction of pavement, including depth and density, upon completion as part of the final inspection.
g. The contractor is responsible for contacting VDOT a minimum of one week prior to each of the above phases of construction to
schedule an inspection.
h. Failure of the contractor to schedule these inspections will require additional testing of the roads at the discretion of VDOT or
may lead to the roads not being eligible for state maintenance.
2. Any revisions to this plan shall require VDOT review and approval.
3. Prior to final inspection of the proposed state maintained roads, VDOT will require as -built plans and the
subdivision plat for review and approval along with other materials as described in the SSAR 24VAC30- 92 -70.
If there are proposed construction entrances or road connections to existing state maintained roads, the
contractor shall obtain a Land Use Permit from VDOT prior to the construction of the entrance.

Phil,
I have reviewed the revisions to the subject plan and have the following comments:
1. The traffic projection for the street design in inadequate. Wellborne Lane and Birchwood Hill Road will
need to be designed for all of the traffic projected from the 63 houses in the development plus some cut
through traffic. The ADT for the 63 houses is 680 and 20% should be added for cut through.
2. Flanking inlets are still missing or in the wrong locations in accordance with the VDOT Drainage Manual.
3. CG -12 ramps require a 4 foot landing at the top of the ramp. Some locations on the plan do not have
adequate easement for this standard.
4. The ditch above station 16 +00 needs to outfall around the road, not into the cross drain. The cross drain
and under drain need to be located under the proposed pavement and will capture water not caught in the
ditch.
5. The guardrail general note has not been revised in accordance with previous comments.
6. The road classification table needs revised as per comment #1.
7. Stopping site distance calculations have not been added to the vertical curves as per previous comments.
