Dear Mr. Carr,
Thank you for the recent application for this special use permit. Please find review comments included in
this letter.
Please see the attached resubmittal schedule for a list of dates on which you can submit your revisions and
responses to review comments (below and attached), as well as for possible Planning Commission dates
(please note that the listed dates are the earliest possible, but actual dates need to be selected to suit the
revision schedule for each project.)
COMMENTS
Planning (Scott Clark)
We have not found any significant concerns with adding the proposed fellowship hall. The
comments below largely address technical issues and how features of the site are shown on the
sketch plan.
Please show the widths of the driveways on the plan. Also, please review your plan and measure
out how many 9'x18' parking spaces will fit in each parking area. (Note: this does not necessarily
mean that parking spaces will need to be marked out on the ground – we just need to confirm the
area available for spaces and the room left for maneuvering.) This will help you address the
County Engineer's concerns (see below).
Please show how /where traffic enters the 45 -space parking area.
Are the parking spaces shown on the sketch plan all existing, or will new spaces be created? If
new spaces would be built, please show any areas of trees or other vegetation to be removed.
Please add a title and date to the plan —this allows us to refer to a plan as part of an approval.
Countv Engineer (Glenn Brooks)
It is recommended that this site meet the Zoning Ordinance requirements for site plans, parking,
travelways, etc.
A stormwater management plan will be needed to meet the requirements of the Water Protection
Ordinance.
If land disturbance exceeds I0,000sf, an erosion and sediment control plan will also be required.
Zoning (Francis MacCall)
The amount of available parking area appears to be adequate for the current use. The plan shows
an area for approximately 58 spaces. This parking more than adequately serves the number of
persons in the congregation and should be adequate for larger events described in the request.
Other than maybe designating on the concept plan that the parking area will meet a 10' setback
from the adjacent residence to the north I would not ask for any further site plan requirements to
be made.
Fire /Rescue (Howard Lagomarsino)
No objections to the special use permit itself, but must keep in mind that future plans will have to
address emergency vehicle access, firefighting water supply and other potential fire code
issues.There was not enough information in the application to be more specific about
requirements relating to the fire code that will be needed when submitting further plans.
Virginia Department of Transportation
This increase in size will generate an additional 24 weekday trips and 24 weekend peak hour
trips.
The site is off a privately maintained road that connects to a public road, Route 784. The private
road entrance will have adequate sight distance if the existing sign for the church is relocated
farther back from the road.
The volume on existing Route 784 is low and neither a right nor left turn lane is warranted for the
public road.
Resubmittal or Public Hearing
Within 30 days of the date of this letter, please do one of the following:
(1) Resubmit in response to these comments on a resubmittal date as published in the project
review schedule (the full resubmittal schedule may be found at www.albemarle.org in the
"forms" section at the Community Development page). Please use the enclosed resubmittal
form; OR
(2) Request a public hearing be set with the Planning Commission based on the information
provided with your previous submittal (a date will be set in accordance with the Planning
Commission's published schedule as mutually agreed to by you and the County), OR
(3) Request indefinite deferral and state your justification for requesting the deferral. (Indefinite
deferral means that you intend to resubmit /request a public hearing be set with the Planning
Commission after the 30 day period.)
If we have not received a response from you within 30 days, we will contact you again. At that time, you
will be given 10 days to do one of the following: a) request withdrawal of your application, b) request
deferral of your application to a specific Planning Commission date as mutually agreed to with staff, or c)
request indefinite deferral and state your justification for requesting the deferral. If none of these actions
is taken, staff will schedule your application for a public hearing based on the information provided with
your original submittal.
Please be advised that, once a public hearing has been advertised, only one deferral prior to the Planning
Commission's public hearing will be allowed during the life of the application. The only exception to
this rule will be extraordinary circumstances, such as a major change in the project proposal by the
applicant or more issues identified by staff that have not previously been brought to the applicant's
attention. As always, an applicant may request deferral at the Planning Commission meeting.
