The note for inspections of all proposed state roads needs to be added to the General Notes for Street Construction. Mandatory inspections during construction at the following phases are required for roads that are proposed to be state maintained: i. Installation of any enclosed drainage system before it is covered ii. Installation of any enclosed utility placements within the right-of-way before being covered iii. Construction of the cuts and fills, including field density tests, before placement of roadbed base materials iv. A final pavement design, based on actual soil characteristics and certified tests, shall be completed and approved before the pavement structure is placed V. Placement of base materials, including stone depths, consistent with the approved pavement design, prior to placement of the paving course or courses, followed by field density and moisture tests and the placement of a paving course as soon as possible vi. Construction of pavement, including depth and density, upon completion as part of the final inspection. vii. The contractor is responsible for contacting VDOT a minimum of one week prior to each of the above phases of construction to schedule an inspection. viii. Failure of the contractor to schedule these inspections will require additional testing of the roads at the discretion of VDOT or may lead to the roads not being eligible for state maintenance. 2. The existing fiber optic line and overhead utility line will need to be relocated to accommodate the Rio Road widening for the right turn lane. 3. Existing Rio Road is within a super elevated section at the proposed right turn lane and the turn lane will need to be designed to accommodate the super elevation rate. 4. The north bound through lane on Rio Road will need to be adjusted to allow for the full width hatched out median between the existing full width left turn lane into Pen Park Drive and the left turn lane proposed to enter the new development to remove the conflict between the new left turns and the north through lane. 5. The new radial curbing at the intersection of Rio Road and Pen Park Drive will need to accommodate a full width through lane. The plan currently appears to restrict the width of the through lane. 6. Sight distances on Rio Road need to be based on the three lane undivided road with SDR=480 feet and SDL=415 feet. 7. Sight distances for all internal roads at 25 mph design need to be 280 feet. 8. The proposed three way stop at the first intersection does not appear to be warranted and will require revision to accommodate the traffic needs. 9. Two ingress lanes into the subdivision do not appear to be necessary and may cause some driver confusion. The ingress should be limited to one lane. 10. The use of roll top curb and gutter at the cul-de-sac of Road A will require a detail of the driveway entrances for this section of curb. Please see the VDOT Road Design Manual Appendix B(1)-29 figure 8. 11. Provide a detail of the transition from the curb to ditch section along the frontage of Pen Park Drive. 12. There is a curb cut and small section of sidewalk proposed close to the intersection of Pen Park Dr and Rio that does not appear to be an adequate location for a pedestrian access point. 13. Proposed drop inlets number 2A,34, 35, 17 and 18 exceed the maximum spreads in accordance with the VDOT Road Design Manual and also need flanking inlets. 14. With the changes to the layout after the public hearing, all roads now have one point of access and will need to be designed for road widths for 2000 to 4000 vehicles per day in accordance with the VDOT Road Design Manual appendix B(1). 15. The minimum setback for the right of way line is one foot behind the sidewalk. 16. Road widening for Rio Road will need to be in accordance with the VDOT WP -2 standard. 17. Add CD -2 cross drains at all sag curve locations in the road profiles. 18. The minimum horizontal radius for the internal roads is 200 feet. Horizontal curve #2 will require a revision to meet this standard. 19. Stop bars are required to be a minimum of 4 feet behind the crosswalk at the entrance to Rio Road. 20. Safety slabs, VDOT standard SL -1, are required for all manholes and drop inlet structures with a height greater than 12 feet. It appears that safety slabs need to be added to structures 31, 32 and 26A. 21. Landscaping with the proposed median of the entrance will need to meet sight distance and clear zone requirements.
