HomeMy WebLinkAboutSUB201200071 Review Comments Final Plat 2012-06-26_ p County of Albemarle Department of Community Development 401 McIntire Road, Charlottesville, VA, 22902 Phone 434 - 296 -5832 Memorandum To: Scott Collins (scott @collins - engineering.com) From: Ellie Ray, PLA, Senior Planner Division: Planning Date: June 26, 2012 Subject: SUB 2012— 00071 Old Trail Creekside III, Phase II13-2 - Final Fax 434 - 972 -4126 The County of Albemarle Planning Division will approve the plat referenced above once the following comments have been satisfactorily addressed (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the applicable reference, which is to the Subdivision /Zoning Ordinances unless otherwise specified.] 1. [Comment] Please revise the chart provided on Sheet 3 to correct the density reflected in the `remaining development available' row; the density reads 1.30 but it appears it should be 1.27. Please also include the open space provided in the 'Dedicated Open Space' column as all open space should be dedicated to the County. 2. [14- 302(A)4 & 5] Private & Public easements. Label all existing easements with the deed book, page number and owner of record. Please also specify water, sewer, etc. instead of `utility' on all easements. 3. [14- 302(A)4 & 14 -317] Private easements & Instrument evidencing maintenance. The proposed landscape and sidewalk easements should be labeled as `conveyed' to the Old Trail Community Association, not `dedicated'. A maintenance agreement shall also be submitted for review; as with previous phases, a supplemental declaration should be sufficient. 4. [14- 302(A)5] Public easements. Label the area for the greenway trail as a greenway easement in all areas where it crosses out of dedicated public land and into individual lots. This will result in a double ACSA Access / Greenway Easement in some areas. A Deed of Greenway Easement will also be required for these areas. 5. [14- 302(A)14] Land to be dedicated in fee or reserved. Provide a Deed of Dedication, for review by the County Attorney's Office, for the open space to be dedicated to the County. 6. [14- 302(B)l] General information. Add a revision date to all future submittals. Correct the sheet reference on Sheet 2 to read `Sheet 2 of 3'. Provide the scale of the drawing. 7. [14- 303(C)] Boundary lines. Label the exterior boundary lines with bearings in degrees, minutes and seconds; the property line along the creek centerline is missing this information. 8. [14- 303(H)] Monuments. Provide the location and material of all permanent reference monuments. 9. [14- 303(1)] Bearing and distance ties. Provide a definite bearing and distance tie between not less than two permanent monuments on the exterior boundary of the property. 10. [14- 303(L)] Public utility, drainage and sight distance easements. Please provide a Deed of Easement for all drainage easements for review by the County Attorney's Office. Additionally, label all existing easements with the deed book and page reference. 11. [14- 303(0)] Signature panels. Remove the signature line for Old Trail Creekside III, LLC; only the property owner signature is required. 12. [Comment] The `Tree Preservation Area', as shown on the approved preliminary plat, should extend behind lots 9 & 10; please label this area accordingly. 13. [Comment] Note #8 refers to the table on Sheet 4; it appears it should say Sheet 3 instead. 14. [Comment] This plat cannot be approved until VDOT completes their review and grants their approval. Inspections, Parks and Fire /rescue have reviewed the plat and have no objections. Engineering and ACSA comments have been provided. 15. [Comment] This plat cannot be approved until all bonds for this phase have been posted. Additionally, the Deed of Dedication, Deed of Drainage Easement and Deed of Greenway Easement must each be reviewed by the County Attorney's Office. Once the plat is approvable, the Deeds must be modified with the latest revision date and resubmitted for County Executive signature. The supplemental declaration must also be reviewed by the County Attorney's Office, but no County signature is required. The approved plat cannot be released until all associated documents are approved and signed.
