Chris,
I sent Ashley an e-mail earlier today answering her questions.
As far as a recommendation on whether or not to approve this based on the intersection of Route 612 and Route 20,
that's a difficult question. The crash data does not indicate there is an existing problem however, I would not
recommend putting any additional traffic on any intersection that I know does not have adequate sight distance. The
more traffic you put at the intersection the more frequency of occurrence you will have for a crash and you may start to
see a problem due to limited sight distance. The difficult question is how far or how many intersections do you look at.
The intersection at Route 612 and 20 seems like it is worth looking at because all the traffic going to the events will use
this intersection and we know that it has limited sight distance.
I am not sure who at VDOT told anyone that a commercial entrance is not necessary but as it currently exists for 1 house
it is fine. If the county ordinance requires VDOT to approve an entrance for anything other than a private entrance than
we are going to at a minimum require adequate sight distance. A private entrance is for use by 2 or less private
dwellings. When you start to use the entrance for events you need to have at the very least commercial sight distance.

Also, Ms. Ashley Cooper (the representative for the applicant) has some pending questions about your initial comments
for a commercial entrance for the site: she claims that "the owner had a representative from VDOT come to the property,
and his feedback was that a commercial entrance is not required at this property." She would like to speak to you about
the entrance and determine what is required; her # is 434 - 409 -9127.

Is there a possibility I can get something a bit more directed in one direction or the other from VDOT as to aid in my

anticipated vehicles/ estimated increase in the # of trips during these events...?

Please see the below crash data for the intersection of Route 20 and 612 in Albemarle. This crash data does not indicate
that there is an existing safety problem at the intersection but there is limited sight distance looking to the right on
Route 20 due to a horizontal and vertical curve. Even though there is not crash data to support an existing problem, a
use for special events could generate issues with non -local traffic starting to use the intersection with an increase of
volume from the events.

I have reviewed the most recent three year crash data available (2008 — 2010) at the intersection of Route 20 and Route
612. Two run -off road crashes were located. One crash was the result of a snow covered road and the other involved a
motorist avoiding a deer. A map of the crash locations is provided below.

Can you see if we have any accidents at the intersection of Route 20 and Route 612 in Albemarle County. The county is
trying to make a decision on a zoning action for special events and they requested VDOT look at this intersection. We
have reviewed it and already verified that it does not have good sight distance and now I just want to see if that limited
sight distance may have caused any problems.

As you know, I am working on the SP for the Sieg Special Events special use permit: SP201200010 for TMP 63 -29.

You provided comments on May 22nd (attached) with regard to the proposed entrance to the site off Hammocks Gap Rd
(Rte 612). However, after a recent site visit I am also concerned with the existing entrance off Rte 20, Stony Point Rd.
Does VDOT have any concerns with this entrance (where Rte 20 and Rte 612 meet) for the amount of traffic this use
will generate? Can you pull the crash data for the entrances in question and provide me this data? Also, the crash
data from Lonesome Mountain Rd (Rte 610) intersection off Stony Point Rd (Rte 20) may prove to be useful as well for
comparison purposes
The special use permit if approved will allow 150 wedding participants and 30 staff for the events, they potentially
would be permitted 24 events a yr, this will generate considerable vehicle traffic to both the Rte 612 entrance and the
Rte 20 entrance. I'm trying to assure this is a safe entrance for this type of use.
Notably after Glenn Brooks, the County Engineer reviewed the proposal he recommended a traffic study be done for the
proposal. Below I have provided a GIS overview of the property (TMP 63 -29)/ general area.
