The Planner for the Albemarle County Department Community Development will recommend approval of the
plan referred to above when the following items have been satisfactorily addressed. (The following comments
are those that have been identified at this time. Additional comments or conditions may be added or eliminated
based on further review.) [Each comment is preceded by the reference to the Albemarle County Code if
applicable.]
1. It appears the parking layout and number of spaces have changed. I can only account for 145 spaces.
Please confirm the additional number of spaces and update the parking lot landscaping required.
2. The plan will be approved when engineering, Albemarle County Service Authority, VDOT and Fire
and Rescue comments are adequately addressed.

I have reviewed the subject plan and have the following comments:
1. Previous VDOT comments #2 and #4 have not been addressed with this plan and should be.
2. It appears that the existing entrance has been brought to current geometrical VDOT standards with the exception of the
addition of turn lane.
3. A Land Use Permit will be required for construction within the VDOT right of way.

Sarah,
I have reviewed the subject site plan and have the following comments:
1. The eastern most entrance to this site is within the functional area of the Route 29/ Route 631 intersection which is not
an acceptable entrance location in accordance with the VDOT Access Management Standards. This entrance will need
to be closed and the shared western entrance will need to be the main access for this site.
2. A right turn lane analysis for the western entrance will need to be submitted to VDOT for review and if warranted, will
need to be constructed with the site plan.
3. The existing western entrance will need to be brought up to the current VDOT standards for a commercial entrance as
described in the VDOT Road Design Manual, appendix F.
4. Access to the adjacent parcels should be provided within this site to prevent vehicles from using Route 631 and Route 29
for trips that can be captured within the existing sites.

The Site Development Plans (SDP201200033, WP0201200050) submitted 6 June 2011
have received Engineering Review and do not appear to meet Albemarle County
minimum checklist items for approval. Please adequately address the following
comments for final approval:
Road and drainage plans (SDP200400042)
a. VDOT approval is required. Comments will be forwarded when received.

b. Please show downstream receiving channels.
c. Please show inlet shaping in structures to reduce the chance of standing water.
2. Stormwater Management and Mitigation Plan (WP0200500007)
a. Plan appears to show a minimum 20% reduction in impervious cover resulting in
no further SWM requirements at this time.
Erosion Control Plan (WP0200500007)
a. The phase 1 plan will be adequate until 10,000 square feet of exposed soil is
obtained. Once the 10,000 square feet threshold is exceeded then the Phase 2
E &SC plan will be installed.
b. Please show adequate off -site channel for stormwater discharge downstream.
c. Please add the Albemarle County Paved Construction entrance detail to the plan
sheet. The existing pavement can be designated as the "Temporary Paved
Construction Entrance"
d. Please show inlet protections with emergency overflow such as the block and
gravel detail on page III -45, plate 3.07 -8 on the plan sheet.
e. Basin Riser base does not appear to meet the minimum requirements of Std. &
Spec. 3.14 (Temporary Sediment Basin) for approval. Please refer to page III -82
(Base) of the VESCH for minimum requirements.

Once these comments have been addressed, please submit 2 copies of the revised plans,
calculations, and narratives to Current Development Engineering along with the required review
fee and transmittal form.

Following is a list of the outstanding conditions of ARB approval for the above - referenced project:
1. If the taller bays of the building are visible from the south, revise the design to provide the
appearance of "finished" towers with four sides.
2. Provide a larger, legible photometric plan for the porte cochere area. Footcandles should not exceed
20 in this area.
3. Identify on the plan the light fixture and pole colors. Brown, bronze or black are recommended.
4. Indicate on the plan if bases are proposed for the pole lights and clarify whether the 20' height
includes the bases.
5. Provide this note on the lighting plan: "Each outdoor luminaire equipped with a lamp that emits
3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to
reflect light away from adjoining residential districts and away from adjacent roads. The spillover of
lighting from luminaires onto public roads and property in residential or rural areas zoning districts
shall not exceed one -half footcandle."
6. Revise the photometric plan, luminaire schedule and cut sheets to address building mounted light
fixtures that emit 3,000 lumens or more. For building mounted fixtures that emit less than 3,000
lumens, provide fixture locations, cut sheets, lamp type and wattage for ARB review.
7. Provide sufficient planting area so that required trees can be located outside of utility conflicts.
8. Provide documentation from the easement holders that there is no objection to the proposed
landscaping in/near the utilities /utility easements.
9. Provide the height of the overhead utility lines.
10. Provide the required perimeter parking lot trees while avoiding utility conflicts. Confirm that there is
no easement associated with the overhead line on the east side of the site, or show the easement on
the plan.
11. Coordinate plant quantities in the landscape schedule with those drawn on the plan. Identify plants
on the plan by name /quantity.
12. Note that the wall sign height currently shown cannot be approved at this time and that wall and
freestanding signs cannot receive final approval until the sign permit review stage.
13. Regarding the material blankness of the northeast corner of the building, move forward with Option
2 illustrated on April 2, 2012.
14. Clarify the locations of the transformers on the plan for easier legibility.
15. The wall signs shall return for final approval. Reconsider proportions to avoid overcrowding in the
wall area. Eliminate internal illumination of the duck and the graphic bar.
16. The detailing of the porte cochere shall respond to the elevations presented on March 19, 2012.
The following items are required:
1. Two full sets of revised drawings addressing each of these conditions of ARB approval. Include
updated revision dates on each drawing.
2. A memo including detailed responses indicating how each condition has been satisfied. If changes
other than those requested have been made, identify those changes in the memo also. Highlighting the
changes in the drawing with "clouding" or by other means will facilitate review and approval.
3. The "Revised Application Submittal" form provided with the March 19, 2012 ARB action letter.
When staff s review of this information indicates that all conditions of approval have been met, a
Certificate of Appropriateness may be issued. A Certificate of Appropriateness is required prior to final
site plan approval.
