I ran a special operation in that same area 6 months ago and that intersection was a nightmare. Granted, it was a Tactical Team protection detail, the amount of traffic on the road required 2 officers just to get us in and out. I was not aware of what the exact site distance is there, I was basing it off my experience with the area and the traffic issues. I defer to VDOT in regards to FMUTC issues, sounds like we all are in agreement. I'm looking for clarification on this discrepancy between your and their comments, as to not have opposing comments from various reviewers with regards to the facts. Please advice. Thanks VDOT Comments on the intersection of Route 612 and Route 20 (received 6- 12 -12): Available crash data from 2008 — 2010 at the intersection of Route 20 and Route 612 shows there were two run -off road crashes: one crash was the result of a snow covered road and the other involved a motorist avoiding a deer. This crash data does not indicate that there is an existing safety problem at the intersection but there is limited sight distance looking to the right on Route 20 due to a horizontal and vertical curve. Even though there is not crash data to support an existing problem, a use for special events could generate issues with non -local traffic starting to use the intersection with an increase of volume from the events. As for as a recommendation on whether or not to approve this based on the intersection of Route 612 and Route 20, that's a difficult question. The crash data does not indicate there is an existing problem however; 1 would not recommend putting any additional traffic on any intersection that I know does not have adequate sight distance. The more traffic you put at the intersection the more frequency of occurrence you will have for a crash and you may start to see a problem due to limited sight distance. The difficult question is how far or how many intersections do you look at. The intersection at Route 612 and 20 seems like it is worth looking at because all the traffic going to the events will use this intersection and we know that it has limited sight distance." The site distance is adequate but I would guess it is it the absolute minimum. I would recommend that the applicant provide a written "advisory" about the driving conditions. From: Christopher Perez Sent: Friday, May 25, 2012 2:22 PM 1 To: Sean Hackney Subject: Entrance Concerns for the Sieg Special Events special use permit: SP201200010 Sgt Hackney, As recently discussed in our phone call, I am working with Scott Clark of Community Development on the Special Use Permit for the Sieg Special Events: SP201200010 for a wedding venue on TMP 63 -29. I'd like to get the opinion of the Police Department on any concerns yall might have with this entrance (where Rte 20 and Rte 612 meet) for the amount of traffic this use will likely generate? It would be usefull to review the crash data for that entrance and potentially the crash data for the entrance of Lonesome Mountain Rd (Rte 610) intersection off Stony Point Rd (Rte 20) which may prove to be useful for comparison purposes. The special use permit requested will allow 150 wedding participants and 30 staff for the events; they are seeking to be allowed to hold 24 events a yr. My goal with the above exercise is to assure this is a safe entrance for this type of use. Below I have provided a GIS overview of the property (TMP 63 -29)/ general area with intersection included.
