Perez, Senior Planner Division: Current Development Date: July 3, 2012 Subject: SUB201200068 — Stonefield Public Water and Sanitary Sewer Easements The County of Albemarle Division of Current Development Planner will recommend approval of the plan referenced above once the following comments have been satisfactorily addressed (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the applicable reference, which is to the Subdivision /Zoning Ordinances unless otherwise specified.] 1. [14- 302(A)(4 &5)] On sheets 3 - 6 there are numerous existing easements depicted which are missing Deed Book References. Revise the plan to include these deed book references. 2. [14- 302(A)(4 &5)] On sheet 4 there are two "New 9.5' Sidewalk Maintenance Easements" being shown on both sides of District Avenue, each of these easements has blank deed book references. Are these truly "new" or are they "existing ". If they are new, remove the deed book reference information; if they are existing provide the appropriate deed book reference information. Revise appropriately. 3. [14- 302(A)(4 &5)] On sheet 5 there is a "New Sight Distance Easement" depicted below District Avenue. This easement also has blank deed book references. Is this truly "new" or is it "existing ". Revise appropriately. 4. [14- 302(B)(7)] Reservoir watershed, agricultural- forestal district. Provide the required note: "Property is not located within a water supply watershed and is not located in an agricultural forestal district." 5. Please address /revise appropriately all of ACSA's comments which are provided in the attached document. TMP# 061 WO030002500 ✓ 1. This site plan is within the Authority's jurisdictional area for: ✓ A. Water and sewer B. Water only C. Water only to existing structure D. Limited service ✓ 2. An 18 inch water line is located approximately 86' distant. (RWSA LINE) 3. Fire flow from, nearest public hydrant, located distant from this site plan, is Gpm + at 20 psi residual. ✓ 4. A 10 inch sewer line is located approximately 13' distant. 5. An Industrial Waste Ordinance survey form must be completed. ✓ 6. No improvements or obstructions shall be placed within existing or future easements. 7. and plans are currently under review. 8. and plans have been received and approved. 9. No plans are required. 10. Final and plans are required for our review and approval prior to granting tentative approval. 11. Final site plan may /may not be signed. ✓ 12. RWSA approval for water and /or sewer connections. 13. City of Charlottesville approval for sewer. ✓ Comments: • Cover Sheet: Add note "Water and Sewer easements to be centered on as built location. General Notes: ACSA Easements should be called out as the following: o 20' ACSA Water Easement o Variable Width ACSA Water Easement o 20' ACSA Sewer Easement o Variable Width ACSA Sewer Easement o 32.5' ACSA Water and Sewer Easement o Variable Width ACSA Water and Sewer Easement • Sheet 3: Remove easement stub on L66. It appears that the line is private up to the building. 168 Spotnap Road • Charlottesville • VA 22911 • Tel (434) 977 -4511 • Fax (434) 979 -0698 www.serviceauthoriy.org Albemarle county Service Authrity • Sheet 3: Adjust the easement around L53 to 23' wide. • Sheet 3: Adjust the easement near L63 to include the fire line up to the gate valve and around the blow -off. • Sheet 4: There was a field adjustment near L99. The C1 -3 water meter was moved closer to the C1-4 water meter. Adjust easement to reflect the new location. • Sheet 5: Sewer easement at the end of L122 should extend into Lot E2. • Sheet 5: Water easement at the end of L128 should extend into Lot E2. • Sheet 6: Show easement for proposed waterline extension as shown on the District Avenue Road Extension Plan. The Albemarle County Service Authority (ACSA) has no technical comments on the SUB being reviewed. Engineering comments are usually reserved for the site.plan review stage. Subdivision plats should correctly show ownership of properties and existing easements. Recordation of new easements should occur before dedication to,and acceptance by the ACSA. The ACSA can review the proposed subdivision plat and determine if it is included in the jurisdictional area for water and /or sewer service. Water and /or sewer connections to the ACSA system are allotted on a first come, first served basis at the time connection fees are paid.
