The County of Albemarle Division of Current Development Planner will recommend approval of the plan
referenced above once the following comments have been satisfactorily addressed (The following comments
are those that have been identified at this time. Additional comments or conditions maybe added or eliminated
based on further review.): [Each comment is preceded by the applicable reference, which is to the
Subdivision /Zoning Ordinances unless otherwise specified.]
1. [18- 32.5.7 & 17 -403] A Tier III Groundwater Assessment is required to be completed before the final site
plan can be approved. Since the previous review /comment letter was sent the fee schedule has been
modified, the current Tier III fee is $510, please submit the fee and the assessment. The County Engineer/
Engineering Department will be your contact for this requirement.
Rev 1) While we received the Tier 111 Groundwater Assessment with the recent resubmital, we have
yet to receive neither the review fee nor the application. The Engineering Dept is your contact for
this document. Please work with them to assure this requirement is met.
2. [Comment] Previously on sheet 5 an easement to construct the septic drainfield was depicted on TMP 79-
7. Why has this been removed from the current plan? Without the easement how does the applicant
propose the septic drainfields be installed?
Rev 1) It has been noted that there is an agreement between the two property owners. Please
provide the access agreement or provide letter(s) of intent to grant them from the off- site property
owner.
3. [Comment] On sheet 7 of 12, in the Luminaire Schedule specify the lumen levels for the two LED fixtures
types (E7- Canopy Lighting and F7- Sidewalk Lighting). Currently they are listed as "Absolute ", what does
that mean? How many lumens are emitted for these fixtures? Please provide the above information on the
plan.
4. [Comment] The Health Department (Bill Craun) has requested the applicant send updated engineering
plans for their review. The site's P/R septic system needs to be approved by the Health Department prior to
final site plan approval. Once approval is received please provide documentation for our records.

1. Light levels under the canopy reach over 80 footcandles. Entrance Corridor guidelines state: "Light
levels exceeding 30 footcandles are not appropriate for display lots in the Entrance Corridors. Lower
light.levels will apply to most other uses in the Entrance Corridors." Please revise the photometric plan
.to maintain light levels below 30 footcandles.
2. Detail D on sheet 7 is labeled as canopy lighting, but appears to be lighting for the freestanding sign.
Please resolve.
3. Delete note #13 on Sheet 6.
4. Please add the following note to Sheet 6: All site plantings of trees and shrubs shall be allowed to
reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be
pruned minimally and only to support the overall health of the plant.
5. Add two ornamental trees, one on either side of the curved wall at the west end of the site.
6. If possible, add low growing shrubs in the islands on both sides of the northern entrance into the site to
compensate for the trees lost to sight distance requirements.

The fourth final site plan and comps submittal (SDP200700155) submitted 5 July 2012 have
received Engineering Review and do not appear to meet Albemarle County minimum checklist
items for approval. This review does not include a review of Erosion & Sediment Control or
Stormwater Management. Please adequately address the following comments for final approval:
Application Information
1) Due to a proposed greater than 10,000 sft of proposed land disturbance, this
project will require an approved Erosion & Sediment Control (ESC) plan. This project
will also require a Stormwater Management (SWM) plan as identified in the Water
Protection Ordinance. The WPO application previously reviewed under WP02007 -00106
has been deemed withdrawn due to inactivity [17- 204.F]. Please submit a separate WPO
plan set and $600 fee which covers ESC and SWIM for this project for review. The

The first stormwater management plan and erosion and sediment control plan (WP02012000 0Q
submitted 5 July 2012 has received Engineering Review and does not appear to meet Albemarle
County minimum checklist items for approval. Please adequately address the following comments
for final approval:
Stormwater Management Plan
1) Please propose a treatment for runoff proposed to drain to roadside ditch "SCC -1" as shown on
sheet 04. Examples include water quality swale, bioretention area, and a filterra storm treatment
system within an enclosed drainage inlet.
2) Please include TOC and outlet name or description for each sub - drainage area identified on sheet
04. Please confirm units for Intensity identified on "Flow Summary Table" on sheet 04.
3) Please include the most recent "General construction notes for Stormwater Management plans"
from county Design Standards Manual.

Erosion Control Plan
1) Please identify Limits of Disturbance. Note on sheet 04 stating "the limit of disturbance line is the
same as the property line" does not consider off -site excavation and disturbance for the proposed
retaining wall.
1) Please include the most recent "General construction notes for Erosion and Sediment Control
plans" from county Design Standards Manual.
2) Please identify the land use for the parcels immediately adjacent to the project in the "Adjacent
Areas" section of the Erosion & Sediment Control Narrative on sheet 11.
3) Please label soils types and soil type divides on sheet. as referenced from the "Soils" section of the
Erosion & Sediment Control Narrative on sheet 11.
4) Please increase the width of sediment trap ST -1 or otherwise provide adequate dry storage and wet
storage for the 0.33 Acres of drainage area proposed to drain to it.
5) Please propose a construction entrance location to access proposed disturbance located south of
US 250.
6) Please include dust control for disturbed areas during construction with the erosion & sediment
control plan.
7) Please include temporary seeding and permanent seeding for the proposed disturbance located
south of US 250.
8) Please identify proposed contractor parking location or include a statement in the plans that this
area will be within the proposed limits of disturbance.
