(Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] [14- 212.4(C)] The following comments have been provided by the reviewing engineer: These drainage easements should only be "dedicated to public use" as far as VDOT agrees to maintain them. Usually VDOT agrees to maintain ditches only next to the right -of -way, such as at the edges of the cul -de -sacs on this plat. The easements carrying all the way through these large lots should be permanent drainage easements but not "dedicated to public use ". 2. [General Comment] As indicated above by the reviewing engineer, remove the "dedicated to public use" language. Any drainage easements that are accepted as dedicated to public use will require a deed of drainage easement to be signed by all parcel owners as well as the County Executive. However, unless either the County or VDOT agrees to maintain the new permanent drainage easements, the drainage easements will have to be private. If the declaration of restrictive covenants for the Blue Springs Farm homeowner's association does not cover new drainage easements, the deed may need to be updated, and reviewed /approved by the County Attorney's Office. 3. [[14- 212.4(C)] The easement plat has been forwarded to VDOT for review. Review is pending. If VDOT provides any review comments, these will be forwarded at a later date (if any). If no comments are provided, notice will be given. 4. [ 14- 302(A)4/14- 302(A)5/[14- 303(L)] Private easements /Public easements /Public utility, drainage, and sight distance easements. Remove all notes such as Notes 1.) and 3.) that indicate that easements not shown may exist. Show all easements on each property on their respective sheets. 5. [14- 302(B)1] General information. Add or revise the date of last revision with each re- submittal. 6. [14- 302(B)5] Zoning classification. The zoning classification of the property, including all applicable zoning g verlay districts, proffers, special use permits and variances. [14- 302(B)7] Reservoir watershed; agricultural forestal district. TMP 07400- 00- 00- 015B0, 07400- 00- 00- 015CO3 07400- 00- 00- 015D0, 07400- 00- 00- 015E0, 07400- 00- 00- 015F0, 07400- 00- 00- 015G0, 07400- 00- 00- 015H0, 07400- 00- 00- 015I0, 07400- 00- 00- 015J0, 07400- 00- 00- 015K0, 07400- 00- 00- 015Q0: List out the parcels and add a note that these parcels are all located in the South Fork Rivanna River water supply protection area. Add a note that these parcels are not located in an agricultural - forestal district. 8. [14- 302(B)10] Stream buffers. Since stream buffers are shown, add a note to either the cover sheet, or individual sheets on which stream buffers are shown, that reads, "The stream buffer(s) shown hereon shall be managed in accordance with the Albemarle County Water Protection Ordinance." 9. [14- 303(H)] Monuments. Show the location and note the material of all permanent reference monuments. 10. [14- 302(A)15] Identification of all owners and certain interest holders. Provide the correct owner names for all parcels. Revise the owner names for TMP 74 -15C to be Michael P. or Carol L. Muro. Revise the owner name for TMP 74 -15E to be Eugene B. Mosier and Georgia D. Munday Trustees. Revise the owner names for TMP 74 -15F to be Long, Bill L. and Eileen G. Long, Trustees OF Bill L. Long Revokable Trust, etal. Revise the owner name for TMP 74- 15G to be Nachmanovitch - Blackhall Family Trust. Add the correct addresses for all parcel owners and easement holders. 11. [14- 303(0)] Signature panels. For TMP 74 -15G, revise the owner name in the signature panel to be Nachmanovitch - Blackhall Family Trust. Provide supporting documentation (deed of conveyance to trustees /trust instrument) regarding the authorized signatory for this parcel. The signature panel will need to include the correct owner and ultimately be signed by an authorized signatory. As a reference, a list of authorized signatories for land use applications is provided as an attachment. All owner names and signatures will have to be verified prior to signature by the agent.
