This review does not include a review of Erosion & Sediment Control or Stormwater Management. Please adequately address the following comments for final approval: Application Information 1) Due to a proposed greater than 10,000 sft of proposed land disturbance, this project will require an approved Erosion & Sediment Control (ESC) plan. This project will also require a Stormwater Management (SWM) plan as identified in the Water Protection Ordinance. The WPO application previously reviewed under WP02007 -00106 has been deemed withdrawn due to inactivity [17- 204.F]. Please submit a separate WPO plan set and $600 fee which covers ESC and SWM for this project for review. For these comments to be binding, please submit the application and fee identified above. 2) Please provide copies of applicable (Virginia Department of Health, Virginia Department of Environmental Quality) permits or applications if permits are pending for modifications to existing underground storage tanks and new 10,000 gallon tank as identified on sheet 03. (Rev]) Comment remains. Existing Conditions Information 1) Please show all existing utility easements with deed book references, locations, and dimensions or confirm if none exist. Overhead electric and sanitary sewer lines appear in the project's parcel. Engineering Review Comments Page 2 of 5 (Rev]) Please label the limits of overhead electric easement shown on sheet 02. 2) Please provide all required offsite easements for proposed work outside the parcel (wall and entrance construction). (Revl) Comment remains. 3) Please field verify existing topography and note as much on the plans. Existing topography must be field reviewed within one calendar year of each submittal. Drainage structures and an existing retention pond constructed by VDOT do not appear in survey on sheet 02. (Revl) Comment has been addressed. 4) Please submit draft tier III Groundwater Assessment for review with application and fee as a condition of approval for Critical Slopes Waiver identified in Planning Commission meeting minutes 3/11/2008. Proposed Plan View Information Please adjust values on graphic scale on sheets 02, 04, 05, 06, and 07. Apparent distances of 40' and 80' are shown as 400' and 800'. (Rev]) Comment has been addressed. 2) Please correct graphic scale shown on sheet 03. Dimensioned lengths demonstrate apparent scale of 1" = 10'; graphic scale indicates 1" = 20'. (Rev]) Comment has been addressed. 4) Please label existing drainage easement if already recorded as part of adjacent VDOT highway improvement project. (Rev]) Comment has been addressed. 5) Please label boundaries and dimensions for proposed permanent utility easement for Central Telephone Company of Virginia as identified on sheet 03. Please label VA Route 22 on sheets 02, 04, 05, and 05. 7) VDOT approval is required for this project as it affects public right of way. (Rev]) Comment has been acknowledged. 8) Please identify VDOT designation or equivalent detail for all proposed curbing shown on sheet 03 or references to curb details shown on sheet 08. (Rev]) Please relocate label "Q 108" on sheet 03 which appears to indicate a turn arrow. Please identify apparent CG -2 curb (or equivalent in a detail) for curb proposed north of parking spaces adjacent to VA Route 22. Please identify limits of curb or curb and gutter proposed with this project. 9) Please label limits of existing pavement limit for entrance shown on top right corner of sheet 03. (Rev]) Comment has been addressed. 10) Parking spaces should be separated from entrances by at least 18' to prevent queuing onto entrances. (Rev]) Comment has been addressed. 11) Please provide adequate turnaround for furthest southeast parking space shown on sheet 03. As proposed a vehicle parking in this space would be compelled to back up past proposed entrance to exit parking lot. (Revl) Comment has been addressed. 12) Please provide labels for all proposed or existing tied -into existing drainage structures as shown on sheet 05. Labels should correspond with labels shown on drainage profiles on sheet 11. (Revl) Comment has been addressed. Plan Detail Information 1) Please provide stormwater management sheet or location for proposed Rain Garden 1 and Rain Garden 2 as shown on sheet 09. Engineering Review Comments Page 4 of 5 (Rev]) Comment has been addressed. 2) Please provide a traffic generation and distribution summary for anticipated traffic per ITE Trip Generation Handbook or equivalent. This project appears to coincide with Land Use 853: Convenience Market with Gasoline Pumps. (Revl) Comment has been addressed. 3) Please provide calculations for pavement thicknesses shown in Heavy Duty Concrete Paving and Asphalt Paving sections shown on sheet 08 which account for projected traffic for this facility. (Rev]) Comment has been addressed. 4) Please note sidewalk concrete specification for strength of 3000 psi at 28 days or stronger on Monolithic Curb and Sidewalk detail shown on sheet 08. (Rev]) Comment Remains —please add note to this detail. 5) Please provide details for proposed counterfort retaining wall identified on sheet 03. Please include details for any pipe crossing or going under proposed retaining wall. Existing or proposed retaining walls with height greater than 4' will require safety railing. (Rev]) Please label units for note "...footing designed to resist 100 _ earth pressure" on detail 61S4 on sheet S4. 6) Please update Site Construction notes shown on sheet 01 to reflect current Albemarle County General Construction Notes as included in County Design Standards Manual. (Rev]) Please update sheet numbers on Sheet index on sheet 01 to reflect sheet numbers Sl & S2 instead of sheets 13 & 14 for plan clarity or renumber the sheets to match the index. Drainage Profiles 1) Please provide a VDOT designation or equivalent detail for each proposed drainage structure. (Rev]) Comment has been addressed. 2) Please clarify drainage design intent. On sheet 05, a yard inlet is proposed to Engineering Review Comments Page 5 of 5 drain via 65.17 lft of HDPE pipe. However, drainage profile on sheet 11 shows 163.13 lft of HDPE pipe. Please clarify which existing (or proposed by others) structures and pipes are included in drainage design and which structures and pipes are proposed with this project. (Rev]) Comment has been addressed. 3) Please identify thickness or strength class for proposed HDPE pipes. (Rev]) Comment has been addressed. Drainage Computations 1) Please provide scour outlet protection computations. (Rev]) Comment has been addressed. 2) Please provide drainage structure and pipe drainage capacity calculations.
