HomeMy WebLinkAboutSUB200800287 Review Comments Preliminary Plat 2012-08-10*-&A County of Albemarle Department of Community Development Memorandum To: Megan Yaniglos, Planning Department From: Phil Custer, Engineering Department Date: 10 August 2012 Subject: Fontana Phase 4C Preliminary Plat (SUB- 2008 - 00287) The fifth submittal of the preliminary plat for Fontana Phase 4C, received on 25 June 2012, has been reviewed. Because of the 15 months between submittals and the length of the last engineering comment letter, I have started over with a new document. Engineering can recommend approval of the preliminary plat after the following comments are addressed. 1. After further discussion between the Zoning and Engineering Departments regarding the prohibition of retaining walls in Proffer 2.13, the determination has been made that retaining walls can be permitted in Open Space lots (in Fontana 4C, the extended detention facility lot) if they are limited to tiered 3ft walls with a reasonable separation between them. 2. The applicant has provided fees for Final Stormwater Management and Road Plan reviews. These plans were requested by the County to address uncertainties with the overlot grading plan in the area of Belluno Lane. However, the fifth submittal lacks most of the information necessary to review a final road and stormwater plan such as vertical street profiles showing landings at intersections, final routings of the critical storm, stormwater facility cross - sections, stormwater facility landscape plans, etc. The applicant acknowledges throughout his response letter that the issues raised by the county in the previous four reviews will be addressed in the final construction plan. Considering the lack of a submittal of complete road and stormwater plans, a refund of $550 will be given to the applicant. 3. The stormwater concept in Section 2 is unacceptable. The two biofilters would be nuisances for the owners of Lots 1, 10, and 11 and will be extremely difficult for county inspection and enforcement personnel after construction. Additionally, the northern facility would not work as designed because the pipe from Belluno Lane would act as a second outlet. The facilities must be combined and placed in an open space parcel located where Lot 1 is currently proposed. Since there are no stormwater facilities capturing the western half of Section 1, the Via Florence roadside ditch must be directed into this new facility. It looks as though an alternate alignment of Belluno Lane (and the elimination of Cortina Way) could allow Section 2 to be modified without losing a lot. After a preliminary review of this possible alteration, the Zoning Department believes this change would still allow the plan to be in "general accord" with the application plan. 4. The grading plan around Belluno Lane must be adjusted so that a reasonable k -value and transition can occur between the entrance onto Via Florence and the 10% grade. The grade currently shown by the applicant is unrealistic. A safe landing is also needed at this intersection. 5. Please adjust the alignment of Belluno Lane so that a radius of at least 200ft is provided for each horizontal curve. This radius is the minimum allowed by VDOT on residential streets. 6. A storm drain system is needed from Lot 3 to the biofilter to comply with Proffer 2.E. 7. The Albemarle County Fire and Rescue Department requires all culdesacs to be at least 96ft in diameter.
