RE: SDP - 2012 -022 Albemarle Health and Rehab- Preliminary Site Plan
Mr. Shimp:
The Department of Community Development hereby grants administrative approval to the above
referenced site plan.
The approval of the preliminary site plan is valid for (1) one year in accordance with Section 32.4.3.1 of
Chapter 18 of the Albemarle County Code. Therefore, the preliminary approval shall expire on July 25,
2013. If the preliminary site plan approval expires, a new application must be filed and processed.
Please address all of the requirements and conditions listed below and submit eight (8) tentative plan
copies to the Department of Community Development. This letter must be submitted with the tentative
plans, as a checklist, to document that you have addressed all requirements or conditions, or the tentative
plan will be denied.
Erosion and Sediment Control, BMP Stormwater Management, and road plans with the associated
applications and fees must also be submitted with the eight (8) tentative Plans.
Once the tentative plan is submitted and reviewed you will receive comments from all
departments /divisions /agencies that have made comment on the tentative plan. Any further
responses must be made directly to each department /division /agency that has further comment.
After all aforementioned departments /divisions /agencies have granted a tentative approval, you
must verify with the Planner that you may submit the final mylars (2 sets), two paper copies, the
final site plan application, and final site plan fee to the Department of Community Development.
Signing of the plans will occur within one week once it is determined that the final site plan mylars
reflect all tentative approvals.
The final site plan will be subject to all final site plan requirements (Zoning Ordinance Section 32.6), in
addition to the following conditions.
The Department of Community Development shall not accept submittal of the final site plan for signature
until tentative approvals for the following conditions have been obtained:
Planning Services approval to include:
1. Meet all the requirements in Chapter 18 Section 32 for final site plans, including landscape plans,
and lighting plans.
Engineering approval to include:
1. The plan must meet all engineering requirements of the Water Protection, Subdivision, and
Zoning Ordinances in addition to all engineering standards detailed in the County's Design
Manual.

Albemarle County Service Authority approval to include:
1. Add .a fire hydrant along the access road between the Monticello Fire Station and the proposed
Albemarle Health and Rehabilitation Center.
2. Relocate fire hydrant on North side of building so it is not behind a sidewalk. One option to
accomplish this maybe to make a parking space into an island to locate the FHA in.
3. Show location of relocated domestic water meter for neighboring parcel. Please locate this meter
on the south side of the building to assist in water quality in the dead end waterline until ACSA
completes future loop to circulate water.
4. Final water and sewer plans are required for our review and approval prior to construction
approval.

Fire & Rescue approval to include:
1. Hydrant spacing shall be 400 ft per travelway around the building.

VDOT approval to include:
1. The pavement width transition from station 10 +00 to 12 +25 will need additional correction.
Please provide a copy of the approved county road plan, SDP - 2001 -00089 with the next submittal
of this preliminary site plan. It appears that the pavement section between these stations should
be a three lane section.
2. Changes to the vertical curve at station 14 +47.86 to increase the stopping sight distance has
caused the vertical curve at station 16 +19.58 to be below the minimum stopping sight distance of
200 feet.
3. The proposed curb ramps need to be adjusted to meet the minimum standards. This can be done
with the final site plan.
4. The proposed sanitary sewer line need to cross the public road as close to perpendicular as
possible. No longitudinal installations or manhole structures will be permitted within the public
road pavement.
