The approval of the preliminary site plan is valid for (1) one year in accordance with Section 32.4.3.1 of Chapter 18 of the Albemarle County Code. Therefore, the preliminary approval shall expire on August 13, 2013. If the preliminary site plan approval expires, a new application must be filed and processed. Please address all of the requirements and conditions listed below and submit eight (8) tentative plan copies to the Department of Community Development. This letter must be submitted with the tentative plans, as a checklist, to document that you have addressed all requirements or conditions, or the tentative plan will be denied. Erosion and Sediment Control, BMP Stormwater Management, and road plans with the associated applications and fees must also be submitted with the eight (8) tentative Plans. Once the tentative plan is submitted and reviewed you will receive comments from all departments /divisions /agencies that have made comment on the tentative plan. Any further responses must be.made directly to each department /division /agency that has further comment. After all aforementioned departments /divisions /agencies have granted a tentative approval, you must verify with the Planner that you may submit the final mylars (2 sets), two paper copies, the final site plan application, and final site plan fee to the Department of Community Development. Signing of the plans will occur within one week once it is determined that the final site plan mylars reflect all tentative approvals. The final site plan will be subject to all final site plan requirements (Zoning Ordinance Section 32.6), in addition to the following conditions. The Department of Community Development shall not accept submittal of the final site plan for signature until tentative approvals for the following conditions have been obtained: Planning Services approval to include: 1. Meet all the requirements in Chapter 18 Section 32 for final site plans, including landscape plans, and lighting plans. 2. Address all applicable proffers per ZMA2010 -003. The plan must meet all engineering requirements of the Water Protection, Subdivision, and Zoning Ordinances in addition to all engineering standards detailed in the County's Design Manual. 2. See attached additional comments. Please contact Michael Koslow at 296 -5832 if you have questions or require additional information. Albemarle County Service Authority approval to include: 1. Final water and sewer plans are required for our review and approval prior to construction approval. 2. ACSA is reviewing the data from the field testing. VDOT approval to include: 1. A construction plan will be required for road improvements and entrances to the public road with the final site plan. The final site plan will need to meet the VDOT minimum standards of the Road Design Manual. The following items will need to be addressed with the final site plan. a. Two way and one way entrances need to meet the minimum width and throat length criteria set in the VDOT Road Design Manual Appendix F. The entrances on the preliminary plan appear to be less than the minimum standards. b. The sidewalk and ditch section in between the two entrances will need to be revised so they are not overlapping. The site frontage should include curb and gutter in between the two entrances. c. The one way entrance approach needs to be treated as a curbed entrance in a rural road section with an adequate pavement offset and taper. d. The VDOT standard WP -2 will be required for pavement widening. e. Curb ramps are needed at the one way entrance. f. Drainage plan will be required.
