This review does not include a review of Erosion & Sediment Control or Stormwater Management. Please adequately address the following comments for final site plan approval: Existing Conditions Information 1) rica�,c show all existing utility easements with deed book references, locations, and dimensions or confirm if none exist. Overhead electric lines, water main and sanitary sewer lines appear in the project's parcel. (Rev]) Comment has been addressed. 2) Please identify the limits of the 100' stream buffer for Morey Creek. (Rev-1) Comment has been addressed. 3) Please note date of original field topographic survey on sheet C0.0. Please field verify existing topography and note as much on the plans. Existing topography must be field reviewed within one calendar year of each submittal. (Rev-1) Comment has been addressed. 4) Please identify FEMA map number or basis for identification of existing 100 year flood plain delineation. (Rev1) Identified number 0268D is actually the FIRM'S panel number. This is acceptable for preliminary site plan submittal. For final site plan approval please include the full map number. 51003CO268D. Proposed Plan View Information VDOT approval is required for this project as it affects public right of way. Engineering Review Comments Page 2 of 4 2) Please identify VDOT designation or equivalent detail for all proposed curbing shown on sheet C1.0 or references to curb details with details in plan set. (Revl) Comment has been addressed. 3) Four parking spaces shown adjacent to building would present a traffic conflict. Please remove these spaces. The passenger drop off should be designed to accommodate a JAUNT loading space per proffer #3 of ZMA2010- 00003. (Rev]) Agreed —please provide a sign detail with final site plan approval. Comment has been addressed for preliminary plan approval. 4) Please include safety railing for proposed retaining walls greater than four feet in height. (Revl) Comment has been addressed. 5) Please including guardrail with VDOT designations for retaining walls next to travel ways [18- 32.7.2]. (Rev]) Comment has been addressed. 6) Please include proposed easement for sidewalk to be maintained with Fontaine Avenue (but outside of right of way). An intersection sight distance easement may be required. (Rev]) Comment has been addressed. 15) Traffic signal and road improvements to Fontaine Avenue included with Proffers #4A, 4B, and 4C from ZMA2010 -00003 do not appear in this plan set. At this time, the County is requesting these improvements to be submitted either as part of this plan set or another plan set prior to final site plan approval (not required for preliminary approval). (Rev-1) Per prior correspondence, approval for preliminary site plan is contingent on submittal of VDOT traffic signal warrant analysis. Confirmation of signal warrant analysis submittal was received on July 26, 2012. Comment has been addressed for preliminary plan approval. Proposed road and traffic signal improvements associated with this project will require bonding for final site plan approval.
