Subject: SUB 2012 -00086 Old Trail Creekside III Phase III Road and Utility Plan Ellie, Joel and I have reviewed the subject plan and have the following comments: Sheet S -1 1. Pipes should cross cul -de -sacs at no more than a 45 degree angle. 2. A minimum culvert diameter of 15 inches should be used for culverts longer than 50 feet according to the VDOT Drainage Manual 8.3.3.1. 3. Provide left and right turn lane analyses for intersection of Jarmans Gap Road and Mill Stone Lane. 4. Add a ditch to the end of Jackson Lane near the project boundary to divert water around the end of the road. 5. A sight distance easement will be needed to the left at the intersection of Mill Stone Lane and Birchwood Hill Road. 6. The sight distance onto Jarmans Gap Road should be a minimum of 335 feet at the design speed of 30 mph according to the VDOT Road Design Manual. Sheet S -2 7. Maintenance agreement with county will be required for the right of way boundary to lie in front of the sidewalk. 8. Surface pavement should have a max of 1.5 inches of SM -9.5A, or 2 inches of twice lifted. 9. Minimum pavement design should be based on a min CBR value of 5, rather than 10. Sheet R -1 10. The vertical curve at Sta 11 +00 on Jackson Lane needs a sight distance of at least 165 feet at the proposed grade. Sheet DP -4 11. Flow velocities should not exceed 10 feet per second. 12. Structures 96, 116, and 118 have spreads at curb greater than those specified in the remarks. The max spread for these structures should be 10 feet. Sheet LL -1 13.
