Context The Stonefield Town Center site is located in an area of mixed development. The Rt. 29 North corridor is a heavily developed commercial corridor. Buildings along Hydraulic Road include a mix of residential and commercial buildings, primarily at one and two stories. A shopping center stands near the southwest corner of the proposed site, and a residential development runs along the western border at Commonwealth Drive. Visibility The Stonefield Town Center will be visible from both the Route 29 North and Hydraulic Road Entrance Corridors. Buildings that are positioned internal to the site will be progressively less visible the further into the site they are located. Wall signs will have varying degrees of visibility based on location relative to the ECs. DETAILS OF SIGN PROPOSAL The proposal includes three types of wall signs (externally illuminated individual letters, reverse channel letters with halo illumination, and panel signs with halo - illuminated push- through letters /graphics), projecting signs (panel signs with halo - illuminated push - through letters /graphics), canopy signs, awning signs, and blade signs. Details of the proposal are outlined in the " Stonefield Town Center Proposed Sign Criteria" table on the next page. Please note the following: • Wall signs have already been approved for the Hyatt hotel and the Regal cinema. • The ARB has previously determined that signs facing Bond Street do not require ARB review /approval. • The general sign criteria for the overall town center is Part 1 of the Sign Plan. Part 1 applies to the north elevations of B2 and 133; the south elevations of A3, A4, C1 -2 and C1 -3; the east elevations of A3 (adjacent to the EC) and C1 -2; and the west elevations of A4 and C 1 -3. • Buildings A1, A5 and B1 are to be occupied by major tenants (Trader Joe's, Pier 1 Imports and Burton's) and the applicant is proposing signs for these buildings that do not meet the general criteria that are being proposed for the overall town center. Signs and awnings for these major tenants are addressed as Parts 2, 3 and 4 of the Comprehensive Sign Plan. Details of the Al and A5 sign proposals are found on page 3 of this report. Review comments on the Al and A5 proposals are included in the analysis section of this report together with the comments on the general criteria for the overall town center. The B 1 proposal will be submitted for review at a later date. ANALYSIS Comments from April 2, 2012 ARB meeting Current issues 1. Revise the criteria to: a. Limit color, font and/or typeface for greater compatibility among wall signs throughout the town center. Some limitations have been placed on the color of letters. No limits are proposed on font or typeface. This is a typical approach for comp sign plans. Letter colors are specified as black, white and warm gray colors including but not limited to Pantone Warm Gray 1 -11. b. Indicate maximum letter height within the available sign areas for facade signs. Maximum letter height for facade signs is identified as 30"; for canopy signs, 10 ". c. Clarify the types of facade signs that would be mounted to the interior of a storefront. This sign type has been deleted from the criteria. d. Clarify whether the external fixtures shown in the facade sign diagrams are lights that are already included in the previous town center lighting proposal. The illustrated lights represent previously un- approved fixtures that would need approval with individual sign permit applications. 2. For the south sides of A3 and A4 and the north sides of B2 and B3, revise the criteria to: a. Further limit the design of signs for increased coordination. See individual considerations below. b. Further limit available sign locations in non - storefront bays to ensure a coordinated appearance. This was done on the north elevation of B 1. c. Allow only a single sign e. This was not done. The sign areas shown on the building elevations have been reduced since the previous submittal. The current sign areas correspond to more standard sign locations and would provide for a more coordinated appearance. 4. Provide additional information regarding the signs proposed for the east elevation of A3 and how they will be coordinated with the windows. The window area is no longer identified as available sign area. 5. For EC facing elevations revise the criteria to: a. Add color criteria to ensure that signs will have a coordinated appearance. The Pier 1 (A5) sign is proposed as channel letters on a metal panel background. It differs from the sign types proposed for the town center in that the faces of the letters would be illuminated, but it is similar to the letters mounted on background panels in that the structure of the building will not read through. Also, the additional sign type will further reduce coordination in the center. The Trader Joe's (Al) sign is a standard internally illuminated channel letter sign, with the faces of the letters illuminated. This is not a sign type proposed in the town center sign plan, but it is a standard sign type in the Entrance Corridors. 4e Color: Colors must be harmonious with each other. The Trader Joe's sign is proposed with red letter faces ( #2793) and gold trim caps. The gold trim caps are expected to appear garish. Bronze trim caps would have a more appropriate and coordinated appearance. Red letter faces, while prevalent in the corridors, will stand out as much more intense than the other letter faces in the town center. (This shade of red has been approved in the ECs.) Compatibility in the town center will not be achieved through font or typeface. Some compatibility will be achieved through letter color, but the unlimited background colors could tend to diminish this. The criteria propose six awning colors: black, natural, gray, green, blue and taupe. Samples have not yet been received for all colors, but the general color range appears coordinated with the approved building colors. Some awning notes on pages 3 and 17 of the sign plan suggest that additional awning colors are approvable. Limiting the colors helps ensure compatibility. Should logo colors and illumination be unlimited in the town center? 8. Are the Trader Joe's red channel letter sign and awnings appropriate for the ECs? Staff recommends approval of the comprehensive sign plan parts 1, 2 and 3 as outlined in the following table, and with the following conditions: 1. Eliminate the note reading, "primary and secondary signage may be placed anywhere within the identified sign area" from sheets 4, 5 and 6. 2. Eliminate panel backgrounds for fagade signs in the town center. 3. Modify the Pier 1 proposal to include only channel letters; eliminate the background panel. 4. Replace the gold trim caps in the Trader Joe's sign with bronze trim caps. 5. Provide for review material /color samples for the blue, gray and taupe awnings. 6. The Board offered the following comments for the benefit of the applicant's next submittal. Please note that the following comments are those that have been identified at this time. Additional comments may be added or eliminated based on further review and changes to the plan. 1. Revise the criteria to: a. Limit color, font and /or typeface for greater compatibility among wall signs throughout the town center b. Indicate maximum letter height within the available sign areas for fagade signs. c. Clarify the types of fagade signs that would be mounted to the interior of a storefront. d. Clarify whether the external fixtures shown in the fagade sign diagrams are lights that are already included in the previous town center lighting proposal. 2. For the south sides of A3 and A4 and the north sides of B2 and B3, revise the criteria to: a. Further limit the design of signs for increased coordination. b. Further limit available sign locations in non - storefront bays to ensure a coordinated appearance. c. Allow only a single sign type. d. Allow a single type of sign illumination. e. Eliminate the illumination of the edges of the projecting signs. f. Eliminate internal illumination of logos /graphics. g. Limit the sign colors to ensure a reserved, coordinated appearance. h. Eliminate logos and graphics from bays without storefronts. 3. Add sign placement criteria to ensure that: a. The signs on the east elevation of A5 will have a coordinated appearance on the building and in the development. b. Individual signs shall be installed on a single material type /color. 4. Provide additional information regarding the signs proposed for the east elevation of A3 and how they will be coordinated with the windows. 5. For EC facing elevations revise the criteria to: a. Add color criteria to ensure that signs will have a coordinated appearance. b. Eliminate internal illumination of logos /graphics. c. Eliminate the illumination of the edges of the projecting signs. d. Allow a single type of illumination. 6. Add the following note to the sign drawings: The level of illumination provided by the LED lights will not exceed the illumination produced by a single stroke of 30 milliamp (ma) neon.
