North Wing Charlottesville, VA 22902 Phone: 434 - 296 -5832 August 1, 2012 Elizabeth Claman Daylily Preschool 5925 Weston Lane Crozet, VA 22932 RE: SP201200008 Daylily Preschool Dear Ms. Claman, Staff has reviewed your first re- submittal for Daylily Preschool to: Fax: 434 - 972 -4126 1. Amend conditions of SP- 2009 -022 to increase the maximum number of children from 10 to 20 or 21. Planning Services Revised comments are provided below. Comments on conformity with the Comprehensive Plan are provided to the Planning Commission and Board of Supervisors as part of the staff report (as required by Section 31.6 of the Zoning Ordinance) Based on the revision submitted on July 2, 2012, the planner is able to recommend approval with the following: A written letter (e -mail is acceptable) clarifying whether a maximum of two (2) teachers and twenty -one (2 1) students is requested or a maximum of three (3) teachers (teacher assistants are included in this number) and twenty (20) students is requested. Previous conditions, except for the change in maximum number of children, will need to remain. Standard daycare conditions and the conditions required by various reviewers will apply, including those required by the Building Official, the Health Dept., Fire and Rescue, and Planning. The Planning Commission meeting will be scheduled upon receipt of the remaining fees. These are outlined at the end of this packet. No re- submittal will be necessary if the applicant is amenable to the conditions recommended by the various reviewers. If this is the case, the Planning Commission public hearing will be scheduled for September 11, 2012. Pagel of 3 Inspections The following comments related to inspections matters have been provided by Jay Schlothauer. This SP is approvable by this office with the following two conditions: The improvements noted in the Building Official's letter of July 19, 2012 are accomplished. No more than five children under the age of 2 -1/2 years are allowed. Zoning The following comments related to zoning matters have been provided by Francis MacCall. No objections. Applicable standard conditions for Day Care Centers should be considered. Engineering The following recommendations regarding engineering matters have been provided by Glenn Brooks. It is recommended that the entrances and parking be formalized to create a safer situation. The proximity of the skewed intersection in the public road appears to be a problem should traffic increase significantly in this area. A traffic analysis is recommended. Fire and Rescue The following comments from Fire and Rescue have been provided by Robbie Gilmer. This SP is approvable by this office when the fire inspection is complete. Due to using new areas of the building they will need a fire inspection of the upper floor. Notification and Advertisement Fees Recently, the Board of Supervisors amended the zoning ordinance to require that applicants pay for the notification costs for public hearings. Prior to scheduling a public hearing with the Planning Commission, payment of the following fees is needed. $ 202.40 Cost of newspaper advertisement/legal ad $ 200.00 Cost for notification of adjoining owners (minimum $200 + actual postage /$1 per owner after 50 adjoining owners) $ 3.76 Postage for total abutting owners (10) $ 406.16 Total amount due prior to Planning Commission public hearing Prior to the Board of Supervisor's public hearing, payment of the newspaper advertisement for the Board hearing needed. $ 202.40 Additional amount due prior to Board of Supervisors public hearing $ 608.56 Total amount for all notifications Page 2 of 3 Fees may be paid in advance. Payment for both the Planning Commission and Board of Supervisors public hearings may be paid at the same time. Additional notification fees will not be required unless a deferral takes place and adjoining owners need to be notified of a new date.
