HomeMy WebLinkAboutSUB201200073 Review Comments Preliminary Plat 2012-08-14OF ALBS tirRG,,I County of Albemarle Department of Community Development Memorandum To: Joanne Portsezova, Planning Review From: Phil Custer, Engineering Review Date: 14 August 2012 Subject: Glenmore TMP 92 -15 (SUB- 2012 - 00073) The second submittal of the preliminary plat for Glenmore 92 -15 (SUB- 2012 - 00073), received 30 July 2012, has been reviewed. If you are ready to approve this plat, the items below can be considered conditions of approval in addition to all standard engineering approval conditions. 1. The Subdivision Ordinance requires that all single - family detached, lots must be located on a public road. The current proposal includes a private street and I am unsure whether the Planning Commission will need to approve the use of a private street since a similar approval was granted in SUB - 2010 - 00115. If it is determined that Planning Commission authorization of the current proposal is needed, the applicant must provide a letter requesting a private street per 14 -234. Since the default private street standards are VDOT standards for streets serving six or more lots, the applicant should only request the private street through 14- 232.A.1, unless design standard waivers are also requested. Engineering review will likely not recommend approval of any design standard waiver. (Rev. 1) A request for a private street has been received. No design waivers are being requested at this time. Engineering offers no objection to the approval of a private street. 2. Adjacent to the road cross - section, please state that the design speed of the street is 25mph. (Rev. I) Comment has been addressed. 3. The horizontal alignment and street cross - section is acceptable. However, the design of the culdesac must be approved by the County's Fire and Rescue Department. (Rev. 1) On a recent project, the Fire and Rescue Department required a 96ft diameter culdesac. 4. When an applicant uses county topographic information, he /she should use the critical slope layer as well. County data shows a small section of critical slopes within the building site for Lot 9. Please adjust the plat accordingly or provide a supplemental site specific survey for Lot 9. (Rev. 1) Lot not has been adjusted. Comment has been addressed. 5. Please provide a conceptual Stormwater Management Plan. The SWM facility layout plan must be designed to capture as much of the development as practical. Please include the county's modified simple spreadsheet for each drainage facility. A stormwater management plan for each lot is not an acceptable proposal. (Rev. 1) The current SWM concept plan is acceptable. When the final plan is submitted, removal rate calculations will need to include an impervious load for lawns around each house. 6. The deed book, page number, and owner of record for Carroll Creek Drive must be identified on this plat. [14- 302.A.4] (Rev. 1) Comment has been addressed. 7. The Zoning of TMP 94 -16 is PRD, not R2. (Rev. 1) Comment has not been addressed. 8. The stream buffer note of 14- 302.13.10 must be on the plat. (Rev. 1) Comment has been addressed.
