Perez, Senior Planner Division: Current Development Date: September 13, 2012 Fax 434 - 972 -4126 Subject: SUB 2012 — 00094 Willow Lake View — Final (lots C1 -C8, Al, A2, and Common Area) The County of Albemarle Division of Current Development will grant or recommend approval of the Final plat referenced above once the following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision /Zoning Ordinances unless otherwise specified.] 1) [Condition of Approval SUB2010 -156 #1] Provide the following note: "All grading shall be in general accord with the grading shown on the plat titled "Willow Lake View Preliminary Subdivision Plat" (SUB2010- 00156) last revised 23 March, 2011. Grading for lots C1 and C2 shall be performed at the same time. Grading for lots C7 & C8 shall be performed at the same time. Grading for lots C3, C4, C5, and C6 shall be performed at the some time. Grading for lots Al and A2 may occur individually." Please revise. 2) [Condition of Approval SUB2010 -156 #2] The final plat must show easements necessary to allow grading to occur in accord with condition #1. Thus the grading easements for each of the lots shall be larger and encompass all grading to occur on the lots. Revise. 3) [Condition of Approval SUB2010 -156 #3] It appears that the location of the proposed 15' access easement to the recreation & common area does not match the location as shown on preliminary plat? Revise the access easement to match preliminary plat, which depicts this easement on the property line of C1 and C2 and more in conformity with the new temp grading easement. 4) [Condition of Approval SUB2010 -156 #4] The final plat must depict the shared driveways for access as shown on the preliminary plat. Please depict these access ways on the final plat. 5) [14- 303(E)] Provide the dimensions of the shared driveway easements on the final plat. These easements must also be labeled as "shared driveway easement" and the easement holder(s) shall be identified on the plat. Also on the plat provide a note stating "The maintenance of the shared driveway easements shall be by the owners of the lots affected by the shared driveway easement, not by the Virginia Department of Transportation or the County." 6) [14 -317] Provide maintenance agreements for each of the shared driveways; these will be submitted for County Attorney review and approval. To aid in the development of these docs, I have attached a shared maintenance agreement template. 7) [14 -316] The subdivider shall submit, prior to or with the final plat, evidence satisfactory to the agent that the entrance of the principal means of access for each lot onto any existing or proposed public street complies with Virginia Department of Transportation standards. 8) [Condition of Approval SUB2010 -156 #5] The final plat must depict the 100' stream buffer for the normal pool of Willow Lake. Please revise to show the buffer on all applicable lots. Also, pursuant to section 14- 303(1) of the subdivision ordinance, on the plat provide a note which explains why the buffer has been provided as shown, ie. Planning Commission Condition of Approval #5, dated... 9) [Comment] The final plat attempts to extinguish the 5' wide sidewalk easement located on Lot C6 and C7. In order for this to be done the HOA needs to sign off on this, or have this vacated on some other plat because these owners do not own the easement. 10) [14- 303(G) & ZMA1984 -01] On the plat list the ownership of the common area. With regard to the portion of TMP 77E1 -1 -B deemed "Common Area" to remain undeveloped, per condition #9 of the proffers from ZMA1984 -01 (see attached document) thus this area shall be in ownership of "Willow Lake Property Owners Association ". Is this the intent of the developer? 11) [Condition of Approval SUB2010 -156 #1(c)] Provide the open space maintenance documents for review and approval by the County Attorney. If these have already been approved, provide approval letter and a copy of the documents for the file. To aid in the development of these docs, I have attached a template. 12) [Comment] The final plat has a note on sheet 2 and 3 which states "This plat not for recordation..." Revise appropriately; such as omitting the note on sheets to be recorded as well as revisions of the sheet numbers depending on how many sheets will be included in the plat to be recorded. 13) [14 -414] Public water and sewer are required for this development. Install the utilities [14 -434] or bond the installation [14 -435] prior to approval of the plat. 14) [14- 302B(8)] On the plat the setbacks listed in note "H" incorrectly lists side yard setbacks as 15', these setbacks are actually 10'. Please revise. 15) [14- 302B(5)] On the plat under the zoning of the properties, please provide the rezoning information for ZMA1984 -01 w/ proffers. Engineering - Michael Koslow 16) See attached comment letter from Michael Koslow of Engineering. ACSA —Alex Morrison 17) Per condition of approval 3(a), dated April 19, 2011; ACSA must approve the plat. ACSA has provided the following comment: "1 have reviewed the above referenced plat. 1 would like to request additional information from the applicant so 1 can comment accordingly. It appears that some of the temporary grading easements encroach into the existing ACSA water easement. Please advice about the impact that grading will have to the existing waterline." Please contact ACSA to amend any issues they may have. Fire and Rescue — Robbie Gilmer 18) Per condition of approval 4 (a & b), dated April 19, 2011; Fire and Rescue must approve the plat. They have provided the following comments: "1. All fire access roads shall have a 20 ft wide unobstructed travelway. 2. Homes 3600 sq ft or less shall have a fire flow of 1000 gpm for one hour. 3. Hydrant spacing shall be every 500 ft per travelway. 4.Cul -da -sac's shall be 96 ft in diameter FC/FC." Please address their comments, if you have questions about their comments please contact Robbie Gilmer of Fire and Rescue. VDOT —Joel DeNunzio 19) Per condition of approval 5, dated April 19, 2011; VDOT must approve the plat. Comments from VDOT are pending.
