The first preliminary site plan and comps submittal (SDP201200054) submitted 29 August 2012
has received Engineering Review and does not appear to meet Albemarle County minimum
checklist items for approval. This review does not include a review of Erosion & Sediment
Control or Stormwater Management. Please adequately address the following comments for
preliminary site plan approval:
Existing Conditions Information
1) Please label all existing pipes and drainage structures with a unique number for
reference.
Proposed Plan View Information
1) VDOT approval is required for this project as it affects public right of way.
2) Please label all proposed pipes and drainage structures with a unique number for
reference.
3) Please label all entrance and intersection radii.
4) Please include stationing for all proposed public streets at minimum 50' intervals.
5) Please clearly label proposed dumpster and loading areas or comment if none are
proposed.
6) 10' wide parking spaces are required for proposed 20' aisles and perpendicular
parking per 18- 4.12.16.c.1. Please update proposed parking stall or aisle widths.
7) Parallel parking spaces are required to be a minimum of 9' wide by 20' long per
18- 4.12.16.c.2. The width requirement could be reduced to 7' if approved by VDOT;
however 6' width of parallel parking as proposed on sheet 7 is too narrow.
8) Proposed private alley is required to have 12' paved with with F gravel shoulders.
Paved shoulders are acceptable; however 12' alley width is too narrow.

Please adequately address the following comments for final site plan approval:
Application Information
1) Owner is required to provide a completed copy of the standard stormwater
maintenance agreement and fee for recordation for any stormwater management
facilities. Since this project utilizes an existing retention pond, a reference to or copy
of the existing stormwater maintenance agreement would suffice to meet this
requirement.
2) Per ZMA2004 -00024 proffer #7, please submit an overlot grading plan showing
existing and proposed grading for this project.
3) Prior to final plat approval, a separate set of Water Protection Ordinance plans
must be submitted and approved including: stormwater management plan and erosion
and sediment control plan.
4) Prior to final plat approval:

bonds must be calculated by the county (sewer bond is calculated by ACSA) and
paid by owner after receipt of a Bond Request Form from owner.
5) Pro -rated share payment for proposed site which drains to Lickinghole Basin.
Existing Plan View Information
1) Please label distances, radii (if applicable) and bearings for existing and proposed
property lines on all plan sheets.
Proposed Plan View Information
1) Please label entrance for Mornington Court with standard VDOT designation (PE-
1, CG -9a, etc) or provide an equivalent curb transition detail.
2) (for road plans) VDOT Intersection sight distance requirement for a 25 mph
public road is 280'. Please revise these distances (it appears 200' is shown).
3) (for road plans) Street trees proposed on sheet 4 appear to conflict with sight
distance easement. Please revise proposed planting plans (also see comment 2 above) to
remove proposed trees from proposed intersection sight distance easement areas.
4) (for road plans) Please propose a pavement design on typical sections for all
proposed public roads which supports proposed traffic loadings per 2009 VDOT

Pavement Design Guide for Subdivision and Secondary Roads in Virginia or equivalent.
5) Please label proposed curb type for all proposed public roads and parking lots in
plan view. If all proposed road curbs are CG -6 and all other proposed curbs are CG -2, a
note stating as much on sheet 3 will suffice (in addition to "TYP" labels shown).
6) (for road plans) Please include landscape plan to ensure no trees are proposed in
conflict with drainage or sewer utility lines.
7) (for road plans) Please label street horizontal curve start point, end points, and
radii, and proposed tangent bearings for all proposed public streets.
8) (for road plans) Please include proposed stop signs at each intersection and
proposed speed limit signs.
9) (for road plans) Please include proposed street name signs at each intersection.
Plan Detail Information
1) Please provide a pavement section for the proposed concrete sidewalk per county
Design Standard Manual (note strength requirements in plan checklist).
2) (for road plans) Please provide a pavement design which supports typical section
pavement types and thicknesses proposed on sheet 7 for Brookley Drive. Types and
thicknesses must support proposed traffic loadings per 2009 VDOT Pavement Design
Guide for Subdivision and Secondary Roads in Virginia or equivalent.
3) (for road plans) Please include county general construction notes for streets.
