Subject: SDP201200053 Albemarle County PSTF (phase I) Firearms Range - Preliminary Site Plan
The Planner for the Zoning & Current Development Division of the Albemarle County
Department Community Development will recommend approve the plan referred to above when
the following items have been satisfactorily addressed. (The following comments are those that
have been identified at this time. Additional comments or conditions may be added or eliminated
based on further review.) [Each comment is preceded by the applicable reference to the
Albemarle County Code.]
1. [CCP201200001] The proposed location of the range was slated to be at the lowest elevation
of the property in an effort to reduce sound levels; however, the range appears to be located
on relatively high ground?
2. [CCP201200001 & Chapter 18 Section 32.5.6(n)] The proposal for the range was slated to
have a firing line that would be paved and covered. Please depict this on the plan to include
the dimensions and material of these features.
3. [CCP201200001] The vault toilets will need to be approved by the HD prior to final site plan
approval.
4. [Comment] How is the site going to be provided water?
5. [CCP201200001] After examining the topography on sheet CG -100 it appears the berms are
a minimum of 20' tall. On the plan please denote/label the height of the berms to assure the
20' height.
6. [Chapter 18 Section 32.5.6a] On the plan note that this development was subject to
CCP201200001 and that The Albemarle County Planning Commission, at its meeting on
April 3, 2012, made a finding that the location, character and extent of the proposed Law
Enforcement Firing Range Facility (Firearms Training Facility at Keene Landfill Site) is in
substantial accord with the County's adopted Comprehensive Plan.
Waiver of Design Standards
7. [Chapter 18 Section 4.12.15(a) & 4.12.2(c)] Per the site plan and the requested waiver, the
applicant does not intend to pave the parking area nor the two way access aisle. Thus in order
to avoid meeting the above design standards of section 4.12.15, a waiver shall be applied for
both under section 4.12.2(c) and approved prior to final site plan approval. Please revise
your previous request to reference both section of the ordinance. Also, please provide a
separate waiver request to waive the design standards for the two way access aisle.
Waiver of Design Standards
8. [Chapter 18 Section 4.12.15(8) & 4.12.2(c)] Per the site plan, the applicant does not intend
to install curb and gutter in the parking area. Thus in order to avoid meeting the design
standards of section 4.12.15, a waiver shall be applied for under section 4.12.2(c) and
approved prior to final site plan approval. Please submit a waiver request for this
requirement.
Waiver of Parking Lot Landscaping
9. [Chapter 18 Section 32.7.9.31 Per the site plan and the requested waiver, the applicant does
not intend to provide the required landscaping in the parking lot. Thus in order to avoid
parking lot landscaping requirements of section 32.7.9.7, a waiver shall be applied for this
under section 32.7.9.3. Please revise your request appropriately to reference both
section. This waiver must be approved prior to final site plan approval.
10. [Chapter 18 Section 32.5.6(i)] On the plan label and identify the 30' Existing Ingress/
Egress easement which serves TMP 121 -56. Also, on the plan provide the Deed Book and
Page number of this easement (my findings indicate DB 687 PG 089).
11. [Chapter 18 Section 32.5.6(b)] On sheet CA -0 -01, under statistical information the please
specify the acreage for the road and for the parking area separately.
12. [Chapter 18 Section 4.12.17(c)1) & 32.5.6i] On sheet CT -107 the typical road section
depicts 8' travel lane widths and 2' shoulders; however this does not meet County standards
for a two way travelways. Revise so that each travel lane is a minimum of 10' wide.
13. [Chapter 18 Section 32.5.6c] As proposed the overall development is to be phased, as such
on the plan provide phase lines and proposed timing of development.
14. [Chapter 18 Section 32.5.6a] Sheet CS -100, it appears there are some discrepancies in
adjacent owners and tax map parcels per County mapping resources, revise if appropriate.
See the following:
TMP 121 -57 is currently owned by Albemarle County and is not depicted on this sheet,
nor listed as being a part of this development? As depicted on the site plan it appears road
construction is taking place on this parcel? If this is the case, please make note of this on
the plan, including on sheet CA -001, under site information
It appears TMP 121 -70A is truly TMP 121 -58, please confirm. Revise if appropriate.
• Assure TMP 121 -59A is depicted on this sheet as it is an adjacent parcel and appears to
be in the same ownership as TMP 121 -59 (Brenda Morris).
• TMP 121 -63 is depicted on the plan but does not contain ownership or parcel information
(Ben Brown).
• TMP 121 -65 is depicted on the plan but does not contain ownership or parcel information
(owner: Walter Smith).
15. [Chapter 18 Section 4.12.7(c) & 32.5.6(q)] As requested, a waiver is sought for the use's
required parking amounts; however, a waiver is neither necessary nor appropriate in this
circumstance. In order to determine the required amount of parking spaces required for the
use, on the plan provide a parking study for consideration by the Zoning Administrator. This
study should include information of peak parking demands, and estimated vehicles per day
(the same type of information provided in the CCP staff report /review for traffic generation
of the site).
16. [Comment] Parking spaces should be separated from entrances to prevent queuing onto
entrances.
17. [Comment] Please provide adequate turnaround for furthest eastern parking space shown on
sheet CG -100 nearest to the proposed trailer. As proposed any vehicle parking in these
spaces would not be able to adequately back up out of these spaces.
18. [Chapter 18 Section 32.5.6(p)] Please be advised that the following will be required for
final site plan approval:
- Outdoor lighting information including a photometric plan and location, description, and
photograph or diagram of each type of outdoor luminaire [Sec. 32.7.8.2 & Sec. 4.17]
- A landscape plan in accordance with [Sec. 32.7.9].
Engineering — Max Greene
1) WPO applications, Fees and Plans are required for review and approval prior to final
approval. [17 -203, 17 -303]
2) Please update the topographical information. Date and source of the topographic information:
All topography should be at least visually field verified by the designer within the last year [ 18-
32.6.6, 14 -302, Policy for date]
3) Please submit copies of all State and Federal permits. [Policy]
4) Please add the required Construction notes from the Albemarle County Design Standards
Manual.

1) Based on the total number of parking spaces (30), two of them must be barrier -free, and one of
these two must be van - accessible.
2) The travel surface for the barrier -free parking spaces' access and the route to the building
entrance must be of a firm and stable material. Gravel does not typically provide such a surface.
