The Site Review Committee has reviewed the development proposal referenced above. Preliminary comments for
the following divisions of the Department of Community Development and other agencies, as applicable, are listed
below and /or attached:

Comments reflect information available at the time the development proposal was reviewed, and should not be
considered final. However, the Site Review Committee has attempted to identify all issues that could affect approval
of the proposed project.
Please make the revisions that have been identified as necessary for preliminary approval by the Site Review
Committee. If you choose not to make the requested revisions, please submit in writing justification for not
incorporating such revisions. Submit (4) four [11" x 17 "] copies to the Department of Community Development
including responses to each of the attached comments of the Site Review Committee by Monday October 1, 2012.
Failure to submit this information by this date will result in suspension of the review schedule. Review will resume
when revisions are submitted along with a reinstatement fee of $65.

Subject: SP- 201200025- Verizon — Piedmont College - Tier III PWSF- Final
The Planner for the Planning Division of the Albemarle County Department of Community
Development will recommend approval for the plan referred to above when the following items
have been satisfactorily addressed. (The following comments are those that have been identified
at this time. Additional comments or conditions may be added or eliminated based on further
review.) [Comment 2 is preceded by the applicable reference to the Albemarle County Code.]
Miscellaneous /errors:
a. On Sheet C -3 Elevation View, the reference tree is mislabeled as an Oak tree
when it is a Pecan tree. Please correct this error.
b. On Sheet C -1 Site Plan, the site zoning is misspelled as Rurual Areas. Please
correct this to Rural Areas.
c. On Sheet C -3 Elevation View, Note 5 under General Notes references vertical
cables, wiring and other similar attachments as being on the outside of the pole.
The applicant has indicated that the monopole will be designed so that vertical
cables can be located inside of it initially but that future cables may need to be
located on the outside due to size limitations. Revise Note 5 by adding the
following sentence to the end of the note. "All vertical cables, wiring and similar
attachments will be located inside the monopole if at all possible. "
d. On Sheet C -3 Elevation View, the diameters at the base and at the top of the
monopole are not indicated. Please revise to include both diameters.
5.1.4(c)(7)] The owner of the facility shall submit a report to the agent by no earlier than
May or no later than July 1 of each year. The report shall identify each user of the
existing structure, and include a drawing, photograph or other illustration identifying
which equipment is owned and/or operated by each personal wireless service provider.
Multiple users on a single tower or other mounting structure may submit a single report,
provided that the report includes a statement signed by a representative from each user
acquiescing in the report. This is not a condition of approval for the proposal under
review
The Board of Supervisors review of this proposal is scheduled for November 7, 2012.

A balloon test was conducted for the above referenced proposals on August 29, 2012. Comments on
visibility and recommendations on the proposal are provided below.
Visibility:
• On Route 20, south of the site, just south of the entrance to the Blue Ridge Hospital site, visible
when traveling north
• On Route 20, across from the ramp onto I64E, traveling north
• On I64, east of the site, just east of the westbound exit ramp for Route 20 (looking back when
traveling eastbound)
• On the exit ramp to Route 20 from westbound I64
Not visible from:
• I64 west of the site
• PVCC
• Route 20 north of the site
• Avon Street
• Route 53, Monticello Memory Gardens
Comments:
When the balloon was visible, it was visible just above the trees or beyond the trees. It did not have a
wooded backdrop, but the height of the balloon was such that the lack of backdrop did not have a negative
impact.
Recommendations:
• Regarding the ground equipment: The proposed ground equipment is not expected to be visible
from the Entrance Corridor.
• Regarding visibility of the monopole: Given the limited visibility of the balloon, the proposed
location is expected to sufficiently minimize the visibility of the monopole from the EC.
