I did look at the road plans, the only comment I had was that they get easements for all the offsite work and grading from adjacent owners. SO, I'll look for these proffered items in the road plan review. Are you also planning to review the road plans? Based on their review it appears warrants would be met at the intersection. However the analysis is need to determine if the signal as configured would create issue on the off -ramp if the right turns are signalized. Please review and provide the additional analysis. (VDOT) Cc: Jennifer DeVaughn Subject: FW: Morey Creek - Queuing Analysis on US 29 Northbound Ramp at Fontaine Avenue Chuck, As a follow up to our conversation, I've attached a revised Synchro file for the 2018 Total (Growth + Adj) Scenario 2 AM peak hour from the TIA with only the intersections along Fontaine Avenue. The US 29 and I -64 links have been removed from the model so that all of the volume from US 29 reaches Fontaine Avenue; the influence of the interchange was removed. Also attached is a PDF of the Queuing and Blocking report from SimTraffic for the intersection of Fontaine Avenue and the US 29 northbound ramps. The SimTraffic report shows the average of 5 simulations runs. The model was loaded for 15 minutes and recorded for one hour (using the PHF for the second interval and the Anti -PHF for the first, third, and fourth intervals). Based on the average of five runs, the 95th percentile queue length for the northbound shared through -left lane is 742 feet (approximately 30 vehicles) for The AM peak hour. The left turn queues block the right turn lanes 110 of the hour; resulting in vehicles backing down the ramp onto US 29 northbound. I'm not sure how much influence this will have with respect to justifying a signal at the northbound ramps; either way, it will probably be good information for you to have in -house for further analysis /consideration.
