The second preliminary site plan and comps submittal (SDP201200042) submitted 2 October
2012 has received Engineering Review and does not appear to meet Albemarle County minimum
checklist items for approval. This review does not include a review of Erosion & Sediment
Control, Mitigation, or Stormwater Management (WPO plans). Please note a separate application
and fee for review of these plans is required. Please adequately address the following comments
for preliminary site plan approval:
A. Application Information
1) Per application plan for Old Trail Village, Road B and Road I are proposed to be
public roads. Please submit a separate set of road plans including proposed drainage and
profiles for Road B and Road I. Please note this will affect proposed property subdivision
lines shown as public roads are dedicated to be in public right of way.

Approved road plans are required for final site plan approval. Please submit as
"Application for Review as a Subdivision Plat" and include "Public Street Fees" and
$250 fee for public road plan review. Application is available here:

B. Title Information
1) Please update vicinity map to more accurately locate this proposed project. Please
include a scale to vicinity map.

C. Existing Conditions Information
1) Please label the apparent limits of the 100 year flood plain for Slabtown Branch
on sheet 3. It appears these limits have been identified by a slashed area near the Old Trail
Drive crossing.

2) Please note date of original field topographic survey on sheet 1. Please field

verify existing topography and note as much on the plans. Existing topography must be
field reviewed within one calendar year of each submittal.

3) Please note the 100' stream buffer extends from the edge of all perennial streams.
This applies to the unnamed creek draining to Slabtown Branch. Please update the 100'
stream buffer line accordingly.

D. Proposed Plan View Information
1) VDOT approval is required for this project as it affects public right of way.
(Rev]) Comment has been acknowledged.
2) This parcel lies in the "For Bio- Filter Facilities" part of the Old Trail Village
rezoning plan per ZMA2004- 00024. Introducing biofilters to treat runoff from this
block will increase the stream buffer impacts to Slabtown Branch. Please indicate
proposed bio- filter and stormwater management easement locations. For impacts
proposed to the stream buffer for Slabtown Branch, applicant is required to provide a
mitigation plan for review and county approval. Please quantify in area the total
proposed stream buffer impacts proposed with this project. Please note only the
landward 50' of the buffer can be disturbed.

3) Please label Road B and Road I on sheet 4.

4) 2:1 fill slopes for Road B appear to be proposed. Please specify through note or
on landscape plan that low maintenance ground cover is required for all proposed slopes
steeper than 3:1

proposed height.

6) Please include safety railing for proposed retaining walls greater than four feet in

section for Road I on sheet 3. Scaled R/W width for Road I appears to be 50' in width.

section on sheet 3. Please propose temporary grading easements as needed to construct

Where sight distance lines extend beyond dedicated public R/W for road, please propose

10) Please label apparent proposed private or ACSA sanitary easement lines around
proposed 8" sanitary sewer by others.

sewer, water, and drainage easements with label leaders or use symbols and legends.
11) Please indicate 20' wide drainage easements for all drainage crossing proposed
property lines.

crossing proposed property lines must be included in 20' wide drainage easements.
Includes the following runs (Structures 7- 6- 5- 4- 3 -2 -1, Structures 16 -15, and Structures
10 -9.
End sections and scour protection will be required for Structures 12, 9, and 1. Please
include these areas in proposed drainage easements.
12) Please update landscape plan to ensure no trees are proposed in conflict with
drainage or sewer utility lines.

potential future excavation purposes. Also, please re -skew drainage Structure 10 -9 pipe
or modify landscape plan to avoid outfall conflict with proposed Patmore Ash tree.

site plan approval and do not apply to preliminary site plan submittal. Please adequately
address the following comments for final site plan approval:
F. Application Information
1) Owner is required to provide a completed copy of the standard stormwater
maintenance agreement and fee for recordation for any stormwater management
facilities (including required bio- filters).
2) Runoff from this project will be detained by the Lickinghole Basin, a county
facility. Based on the proposed impervious surface area, the owner will be required to
pay a pro -rated share payment for use of the facility.
3) Prior to final plat approval, a separate set of Water Protection Ordinance plans
must be submitted and approved including: stormwater management plan, (streambank
impact) mitigation plan, and erosion and sediment control plan.
4) Prior to final plat approval:
water protection ordinance — erosion and sediment control, mitigation,
and stormwater management and
subdivision — road and sewer
bonds (a total of 5) must be calculated by the county (sewer bond is calculated by
ACSA) and paid by owner after receipt of a Bond Request Form from owner.

based on ITE Trip Generation Handbook or equivalent.
2) (for road plans) Please propose a pavement design on typical sections for Road I
and Road B which supports proposed traffic loadings per 2009 VDOT Pavement Design
Guide for Subdivision and Secondary Roads in Virginia or equivalent.
3) (for road plans) Please label proposed curb type for Road I and Road B in typical
section.
I. Plan Detail Information
1) Please provide a pavement section for the proposed dumpster pad per county
Design Standard Manual (note strength requirements in plan checklist).
2) Please provide a pavement section for the proposed concrete sidewalk per county
Design Standard Manual (note strength requirements in plan checklist).
3) Please provide a detail for the proposed retaining wall including railing or
guardrail in section.
4) Please provide details for any pipes or drainage structures through or under walls.
5) Please label all proposed parking lot island (minimum 3') widths and radii.
6) Please separate parking places from entrances. As a guideline, please provide 30'
from the edge of road pavement to the edge of proposed parking spaces. Refer to
VDOT access management regulations and standards presentation for further guidance:

7) Please increase sidewalk adjacent to parking stalls to 6' width or provide bumper
blocks to mitigate vehicle encroachment.
8) Please label dimensions for proposed dumpster pads. Dumpster pads are a
minimum of 10' x 10' with an 8' in front for wheel bearing.
9) Please propose drainage structures and pipes for Road I.
10) Please introduce inlets or grading to keep the principal parking lot access free of
flooding during a 100 year storm and site runoff from draining out to Road B.
11) Please regrade south parking lot or otherwise ensure that drainage runoff does not
backwater in dumpster area [18- 4.12.19].

12) Please include stationing for Road I and Road B on sheet 3 at 50' minimum
increments.
13) Please label horizontal curve start points, end points, and radii which meet
applicable VDOT standards.
14) Please provide a VDOT approved temporary turnaround for Road B just north of
intersection of Road I.
15) Please include a typical retaining wall detail. A typical manufacturer's drawing
for segmental block walls, or VDOT reference, is acceptable with any applicable safety
railings or guardrail shown.
J. Drainage Profiles
1) Please include drainage profiles.
K. Drainage Computations
1) Please include drainage computations.
