The Site Review Committee has reviewed the development proposal referenced above. Preliminary
comments for the following divisions of the Department of Community Development and other agencies,
as applicable, are attached:

Comments reflect information available at the time the development proposal was reviewed, and should
not be considered final. However, the Site Review Committee has attempted to identify all issues that
could affect approval of the proposed project.
Please make the revisions that have been identified as necessary for preliminary approval by the Site
Review Committee. If you choose not to make the requested revisions, please submit in writing
justification for not incorporating such revisions. Submit eight (8) full size copies and one (1) 11" x 17"
copy to the Department of Community Development including responses to each of the attached
comments of the Site Review Committee by November 12, 2012. Failure to submit this information by
this date will result in suspension of the review schedule. Review will resume when revisions are
submitted.

The first preliminary site plan and comps submittal (SDP201200059) submitted 27 September
2012 has received Engineering Review and does not appear to meet Albemarle County minimum
checklist items for approval. This review does not include a review of Erosion & Sediment
Control or Stormwater Management. Please adequately address the following comments for
preliminary site plan approval:
A. Existing Conditions Information
1) Please label all existing pipes and drainage structures with a unique number for
reference.
2) Please include the date of the topographic information. All topography should be
at least visually field verified by the designer with the last year.
3) Please label existing ACSA manhole location proposed to be the survey
benchmark for this project on the plan set. One manhole shown with ACSA GIS printout
included with submittal appears to be in Shoppers World Access Road SE of TMP51M-
12 -1E on sheet 2.
4) Please identify existing water & sewer easements shown on sheet 2 by deed book
and page number.
B. Proposed Plan View Information
1) Please include safety railing or guardrail by note for retaining walls proposed on
sheet 3.
2) Please label all proposed pipes and drainage structures (including slotted drain
pipe) with a unique number for reference.
3) Please label all entrance radii.
4) Please label proposed parking stall and aisle widths and proposed parking stall
lengths.

5) Please label proposed access road widths and sidewalk widths.
6) Please propose temporary grading and /or construction easements for multiple
locations of work off property proposed including:
a. Pedestrian ramp at SE corner of property (this will also require a permanent
access easement)
b. Water and sewer main extensions (these will also require permanent easements) —
to be coordinated with ACSA
c. Stormwater management bio- detention basin outlet pipe (this will also require a
permanent stormwater management access easement)
d. Runoff from DI -3B proposed at SE corner of property (this will also require a
permanent drainage easement if intent is to drain to an offsite existing storm sewer
system)
7) Please clarify limits of proposed slotted drain pipe. It appears runoff from the SW
corner of the property is proposed to be captured in this drain pipe. If not, please
propose a curb inlet or another drainage conveyance to capture runoff from this access
road on site.
Please adequately address the following comments for final site plan approval:
C. Application Information
1) Owner is required to provide a completed copy of the standard stormwater
maintenance agreement and fee for recordation for any stormwater management
facilities.
2) Prior to final site plan approval, a separate set of Water Protection Ordinance
plans must be submitted and approved including: stormwater management plan and
erosion and sediment control plan.
3) Prior to filial site plan approval:
water protection ordinance — erosion and sediment control and stormwater
management and
water and sewer
bonds must be calculated by the county (water and sewer bonds are calculated by
ACSA) and paid by owner after receipt of a Bond Request Form from owner.
D. Title Information
1) Each sheet of final site plan will require a professional engineer's signature and
date.

E. Proposed Plan View Information
1) Please include a typical detail or VDOT designation for retaining walls proposed
on sheet 3. Please include safety railing or guardrail.
2) Please label proposed curb type for all proposed parking lots in plan view. If all
proposed curbs are CG -2, a note stating as much on sheet 3 will suffice.
F. Plan Detail Information
1) Please provide a pavement section for the proposed concrete sidewalk and
dumpster pads per county Design Standard Manual (note strength requirements in plan
checklist).
2) Please provide a parking lot pavement design typical section.
3) Please include county general construction notes from Design Standards Manual.
G. Drainage Profiles
1) Please include drainage profiles.
H. Drainage Computations
1) Please include drainage computations.

The Planner for the Zoning & Current Development Division of the Albemarle County
Department Community Development will recommend approval of the plan referred to above
when the following items have been satisfactorily addressed: (The following comments are those
that have been identified at this time. Additional comments or conditions may be added or
eliminated based on further review.) [Each comment is preceded by the applicable reference to
the - Albemarle County Code.]
1. [32.5.6a] Need to specify or make clearer the source of the topography.
2. [32.5.6a] The minimum setback lines are shown, however, yard and building separation
requirements need to also be provided. The buffer should also be labeled on the site plan.
3. [32.5.6b] Provide the maximum number of employees.
4. [32.5.6i] Provide right -of -way lines and widths, centerline radii, and pavement widths.
Need to clarify the extent of the easement.
5. [32.5.6n] Provide the details such as dimensions, material, and length for the proposed
fence, walls, parking spaces, and dumpster pad. Also, how will the dumpster be
screened?
6. [32.5.6p] Where are the limits of disturbance with regards to the landscaping and
grading? Provide additional details for landscaping. Although provision of the tree
canopy is not required at the preliminary site plan stage, it is helpful to provide this
information now in case changes to the site plan need to occur in response to meeting the
tree canopy requirement.
7. Sheet 2 of 3 describes the critical slopes waiver granted 9 -12 -12 by the PC. It should say
granted 9 -12 -12 by the BOS.

While a road name is not required in this instance a road name could be beneficial for location of the site by
emergency services. The applicant should contact this office to discuss further options and review the road
naming process.

Only the eastern corner of the site and proposed building fall within the Route 29 Entrance Corridor, and existing
buildings between the site and the EC are expected to limit visibility of the proposed development. Prior to final site
plan approval a Certificate of Appropriateness is required for the portions of the site and building that fall within the
EC. Standard EC guidelines will apply to those portions of the building and site. Please be sure the plan submitted
with the ARB application shows the 500' EC line.

Based on SDP dated 9/26/12
1. Fire Hydrant spacing around the building shall be every 500ft per travelway.
2. FDC shall be located on the address side of the building and within 50 ft of a hydrant, they shall be located so
when in use the fire hose will not block incoming apparatus.
3.Dumpster Locations per 2009 Va Fire Code.
304.3.3 Capacity exceeding 1.5 cubic yards. Dumpsters
and containers with an individual capacity of 1.5 cubic
yards [40.5 cubic feet (1.15 m3)] or more shall not be stored
in buildings or placed within 5 feet (1524 mm) of combustible
walls, openings or combustible roof eave lines.
Exceptions:
1. Dumpsters or containers in areas protected by an
approved automatic sprinkler system installed
throughout in accordance with Section 903.3.1.1,
903.3.1.2 or 903.3.1.3
