I have reviewed the submittal for the proposed Keene Firing Range. All in all, it looks pretty basic but I would offer the following comments. The applicant will need to make an application with this office in order to site the proposed vault toilet. The applicant would NOT need to pay a health department fee but the vault toilet will need to be sited in a location that meets Health Department requirements. A permit will need to be issued and an inspection completed before the vault toilet is approved. I would also like to add that the vault toilet should NOT be a receptacle for any water carried wastes and is intended for bathroom use only. Future expansion will more than likely require the applicant to have an approved septic system and will require that the applicant have an approved water source. Both would be required if the applicant wishes to have any water use that would need to be disposed of by an onsite sewage disposal system. This would include, but is not limited to, washing hands, washing clothes, regular flushing toilets, etc. The narrative submitted by the applicant mentions future training facilities. I would imagine that indoor bathrooms would be desired. • I am not aware of any requirements that govern the lead issue at firing ranges. I would expect that applicant would follow any Local, State, or Federal requirements that pertain to lead exposure at firing ranges. I believe that I will attempt to find some general articles that talk about the issue and forward them on the applicant when I meet them to site the vault toilet. I just wanted to mention the idea of lead here so that the applicant is aware of the potential health hazards associated with lead exposure. If you have any questions, please let me know. Also, feel free to forward my contact information to the applicant in the event that they would have any questions. I would help however I could. I have not received word from the HD about the review status of this project (see below email for my last inquiry). We're on our second revision of the preliminary site plan and I'm looking for guidance from the HD on this site with regard to the use of "Vault Toilets" as well as the idea of the site not being served by any water source (potable or non potable)?
