Response: Acknowledged
2. [32.5.1(c)] Address the following:
a. Be sure that all proposed lots lines, setbacks, right-of-way boundaries, and other physical improvements
visible on the plan are labeled and dimensioned.
Response: All proposed improvements shown in the Final Site Plan have been made visible, labeled and
dimensioned.
[ZMA2004-07] As provided in previous Belvedere projects, include a chart that specifies the following:
a. Maximum & minimum residential densities permitted (Tables 1 & 2) for each block and for each type of
unit from the approved rezoning and variations;
b. The number of units that have already been built for each block;
c. The number of units that have been platted but not built;
d. Number of units proposed in Block 10;
e. The total number of units remaining for each block; and
Response: Tables have been added that show the information listed.
4. [ZMA2004-07] As provided in previous Belvedere projects include in this site plan a chart that includes the
following:

a. The information from Table 4 Green Space Tabulation in the most recent Code of Development (as
Revised: July 22, 2014) and all of the approved variations since the last update of the COD as the
Approved with Rezoning';
b. Acreages of what has already been provided & platted;
c. Acreage proposed with Belvedere Phase 3 Block 10;
d. Totals for all of Belvedere. Since Block 10 is being proposed in two parts and will be platted and recorded
separately, there should be a separate lines for both Block 10A and 10B.
Response: Tables have been added that show the information listed.
5. [ZMA2004-07] On the coversheet, in the "Open Space" portion of the Site Data, ensure all required Block 10
open space is accounted for on the final site plan. Only 0.13 acres of open space in Block 10B is specified on the
cover sheet. As of variation #54, Block 10 included the following minimum sizes for each of the open space
areas:
a. Linear Park'J' 5.35 acres.
b. Park'1! 0.5 acres.
c. Park'M' 0.2 acres
d. Other open space:
e. Conservation 4.40 acres.
f. Preservation 4.59 acres.
Response: The Cover sheet specifies the open space that is included in this site plan out of the total open
space included in Block 10
6. [32.5.2 (a)] Clearly delineate the Block 10 boundaries and parcel boundaries on the Existing Conditions and site
layout sheets so that staff can verify the acreages of Phase 3 Block 10.
a. Ensure that the Block 10 acreage figures on the Cover Sheet are correct.
Response: Block 10 boundaries and the Site Plan boundaries have been more clearly delineated.
7. [32.5.2 (a)] Please show the locations of all Managed and Preserved Steep Slopes Overlay District on the final
site plan.
Response: Refer to the Block 10 — Road and Utility Plan [SUB20230062) for the locations of Managed and
Preserved Steep Slopes.
8. [32.5.2 (a)] Please revise all applicable drawings so that the correct TMP numbers are shown. According to
Albemarle County GIS, the parcel number is currently 062A3-00-00-001B3.
Response: The TMP numbers are now labeled correctly.
9. [32.5.2 (b)] Information regarding the proposed uses. Address the following:
a. A tot lot will be required within Block 10, either in Park M or Park L.
Response: The Block 10 acreage figures on the cover sheet have been verified.
10. [32.5.2 (b)] Address the following in reference to provided parking:
a. Be aware that parking can only be included on driveways that have an 18' depth between the sidewalk
and structure. The 16' maximum setback for Belvedere was not designed for front loading small lot
residential units. Revise the "Provided Parking" calculation on the coversheet to only count surface
parking spaces that meet the minimum depth of 18'.

b. Show dimensions on each driveway.
c. Add a note that states that parking is not allowed in any driveway that does not meet the minimum size
requirements. If a minimum of 18' is not available in the driveways as specified in the comment above,
amend the note on Sheet 5 that states "each unit has a 2-car driveway."
d. Show and label any garages that are being used to count toward required minimum parking.
Response: The provided parking calculations have been updated and dimensions have been added to
all driveways included in the Site Plan. The requested notes have also been added to needed sheets.
11. [32.5.1(c), 32.5.2 (j) & (k)] Existing and proposed sewer and drainage facilities & off -site easements. Provide the
location and dimension of all existing and proposed private and public easements. Address the following:
a. Prior to final site plan approval, and easement plat application must be submitted, reviewed, approved,
and recorded for all proposed easements. The final site plan must identify the new easements created as
"existing" and state the easement type, width, and recorded instrument number of the plat that created
them.
b. Show and label all required off -site easements. If any off -site easements are required, an easement plat
application must be submitted, reviewed approved and recorded prior to approval of the final site plan.
Response: There are no required off -site easements for Block 10.
12. [32.5.2 (e), (n) 32.6.2(j) & 32.7.9.4 (c)] Landscape features. Address the following:
a. 132.7.9.4 (c)] Show the existing and proposed tree lines (if any existing vegetation within Block 10 will be
maintained and used to count toward minimum landscaping canopy requirements).
b. 132.7.9.4 (c)] Show all areas of preservation, and all areas on conservation, not impacted by
improvements as "preserved".
c. [32.7.9.4 (c)] Preserve all existing trees that are to remain. Where they are to remain include the
following:
i. Areas and other features shown on landscape plan. The landscape plan shall show the trees to
be preserved, the limits of clearing, the location and type of protective fencing, grade changes
requiring tree wells or walls, and trenching or tunneling proposed beyond the limits of clearing.
ii. Conservation checklist. The applicant shall sign a conservation checklist approved by the agent
to ensure that the specified trees will be protected during construction. Except as otherwise
expressly approved by the agent in a particular case, the checklist shall conform to the
specifications in the Virginia Erosion and Sediment Control Handbook, pages III-393 through III-
413, and as hereafter amended.
d. 132.7.9.4 (c)] On the grading plan sheet label the area of existing trees with the type of trees (evergreen,
deciduous, or a mix of both) and show areas where existing vegetation will be removed.
Response: On the landscape and grading plans, all existing trees are shown and are labeled.
13. [32.7.9] Provide a landscape plan that addresses all applicable landscaping requirements, including the items
below:
a. [32.7.9.5] Please show all proposed street trees. Include a calculation stating how many street trees are
required, their minimum spacing, etc.
i. Provide one large street tree is every 50' on center along both sides of all streets.
b. [32.7.9.8] Please provide a calculation of the required landscaping canopy for Block 10. Show all
required vegetation that will be provided to meet minimum canopy requirements.

c. [32.7.9] Please revise the landscaping schedule so that accurate canopy area per tree and shrub species
proposed are stated. Consult the Albemarle County Plants List for permitted species and canopy sizes.
Response: A landscape plan has been provided that addresses all applicable landscaping
requirements.
14. [32.5.2 (1)] Provide the location of any existing or proposed utility lines and easements including telephone,
cable, electric and gas. Indicate the deed book and page reference for all exiting utility easements located on the
property.
Response: All utility lines, existing and proposed, are shown.
15. [32.8.2] Infrastructure improvement plans. All infrastructure required to construct Phase 3 shall be reviewed,
approved, and built or bonded before the final plat and/or final site plan can be approved. This includes all
offsite improvements required to serve the development, including road plans, WPO plan, water, and sewer
connections.
Response: Acknowledged.
16. [32.5.2 (a)] General information.
a. Revise the rezoning information on the coversheet to include highest number of approved variations and
the date on which it was approved. As of May 29, 2024, there have been 67 variations to
ZMA200400007.
Response: Acknowledged.
17. [32.5.2 (a)] Revise the setbacks to address the following:
i. Provide the full Belvedere setback chart Table 9, revised with the most recent variations to
impact it, and include all notes and variation information. Although the setbacks have been
provided on the sheet, there side and rear setbacks are incorrect.
ii. As stated in note 3 of Table 9 of the C.O.D., where a side setback of less than 4'11" is used, a 6'
maintenance easement shall be recorded on all properties adjacent to the side setback of less
than 4'11". These easements must be shown on the site plan and submitted, reviewed,
approved, and recorded prior to final site plan approval.
Response: 6' maintenance easements have been added where needed.
18. [32.5.2 (a)] Areas to be dedicated or reserved. Address the following:
a. Revise the label on all public roads to state "To Be Dedicated to the County for Public Use"
Response: Label has been revised/added.
19. [General Comment] See the other SRC reviewer comments attached. All SRC reviewer comments must be
sufficiently address prior to final site plan approval.
Response: Acknowledged.
20. [32.7.2] Prior to final site plan approval, a road plan application must be approved for all proposed streets and
other road improvements.
Response: Acknowledged.

21. [32.7.4] Prior to final site plan approval, a Water Protection Ordinance (WPO) VSMP application must be

1) Approved fire apparatus access roads shall be provided for every facility, building or
constructed or moved into or within a jurisdiction:
a) For buildings 30 feet or less (measured to eaves or top of parapet wall, whichever is taller), the width of the fire appartus
access road shall be 20 feet, unobstructed.
b) For buildings taller than 30 feet (measured to eaves or top of parapet wall, whichever is taller), the width of the fire
appartus access road shall be 26 feet, unobstructed.
c) To ensure parked vehicles do not obstruct the fire appartatus access roads, No Parking -Fire Lane signs, with spacing no
more than 150 feet apart, or No Parking -Fire Lane road and curb markings shall be provided, and indicated on the plans
d) Facilities, buildings or portions of buildings hereafter constructed shall be accessible to fire department apparatus by
way of an approved fire apparatus access road with an asphalt, concrete or other approved driving surface capable of
supporting the imposed bad of fire apparatus weighing up to 85,000 pounds.
e) To enusre proper access, turn radii shall be 25 feet along fire apparatus access roads.
f) Any fire apparatus access road that has a dead end longer than 150 feet, shall have an approved turn around provided.
g) The grade of fire apparatus access roads grades shall not exceed 10%.
h) Overhead clearance for fire appartus access roads shall be maintained at 13 feet 6 inches or greater.
i) All sides of the ground level of the buildings must be accessible within 150 feet of a fire appratus access road.
2) Please provide a note on the plan that identifies the required fire flow for the buildings.
3) This project is within ACSA service area, so fire hydrants, providing the required fire flow for the buildings, are needed. The
spacing of the hydrants is predicated on the required flow, which at the least intense spacing is every 500 feet and arranged
with no building more than 250 feet from a hydrant
4) Please place a note on the plan indicating the anticipated, available fire flow from the hydrants
5) During demolition and/or construction, the following fire prevention steps are required, so please note them on the plan:
a) As found in the Virginia Statewide Fire Prevention Code, establish a written Fire Prevention Plan and identify someone to
serve as the Fire Prevention Superintendent to ensure site compliance with the plan.
b) Smoking shall be prohibited in areas where smoking is a hazard, and these areas shall be designated with no
smoking signs per Virginia Statewide Fire Prevention Code.
c) Areas where smoking can occur, shall have appropriate receptacles for discarded smoking materials per Virginia
Statewide Fire Prevention Code.
d) Contractor shall ensure the street names and building numbers are always plainly visible from the frontage street during
construction per the Virginia Statewide Fire Code -
a) Per the Virginia Statewide Fire Prevention Code, safe and efficient vehicular access for firefighting and emergency
operations shall be provided and maintained at all construction and demolition sites. This includes provision of the required
unobstructed access widths, a surface capable of supporting emergency apparatus of up to 85,000 lbs. in all weather
conditions, free of overhead obstructions from 13 ft. 6 inches and below, provide access to fire department connections within
100 feet of water suppty/hydrants and must provide for aerial access no closer than 15 ft. and no more than 30 ft. from the
access road to buildings over 30 feet tall. This access may be via permanent or temporary road as long as the conditions
listed, and they are properly identified/marked.
f) An approved water supply for firefighting operations shall be in place with unobstructed accessibility as soon as
combustible materials arrive on site.
g) Waste and combustible debris shall be removed from the building at the end of each day and disposed of in accordance
with the Virginia Statewide Fire Code.
h) Fire extinguishers shall be provided, with not less than one approved fire extinguisher at each stairwell, on all floor levels
where combustible materials have accumulated, in every storage and construction shed and in areas of special; hazards, such
as where flammable and combustible liquids are stored or used, in accordance with the Virginia Statewide Fire Code.
i) Operations involving the use of cutting and welling shall comply with the Virginia Statewide Fire Prevention Code and
shall require a permit from the Albemarle County Fire Marshal's Office.

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced Belvedere Phase 3 Block 10 Farrow Circle, as
submitted by the County of Albemarle April 9, 2024, on behalf of Roudabush, Gale & Assoc. Inc.
plan dated March 4, 2024, and find it to be generally acceptable.
A VDOT Land Use Permit will be required prior to any work within the right of way. The

I have reviewed the Initial Site Plan for the referenced project with latest revision date of 4 March
2024, and I have the following comments:
GENERAL:
1. If developer would like natural gas service to these properties, the please coordinate with
Charlottesville Gas to get an easement for the gas main extension prior to the
subdivision plat recordation, if possible.
Response: The developer does not plan to service the properties with natural gas.
