Chris,
It is fine that it is a condition of approval. My only point was that the application letter specifically referred to possible
road grading to achieve sight distance but the actual note on the drawing does not refer to possible road grading. The
note on the plan should be the same as in the letter. But I am OK with it being a condition of approval, I was just
pointing out an inconsistency.

Joel,
I have a question in response to your comment #1, the applicant has requested that this be a condition of the SP
approval: "Clearing, side slope grading and possible road grading with sigh line easements will occur with the installation
of the commercial entrance to achieve adequate sight distance." Ms. Cooper has stated that this was discussed with you
over the phone and that you have agreed that it could be a condition of the SP approval. Please advise.

I reviewed the application and Glenn's comments. I agree with Glenn's comments and have the following in addition:
1. The application letter states that the plan sight easement notes that possible road grading will be completed to
get adequate commercial sight distance. The plan does not actually specifically refer to road grading. It appears
that there is a crest vertical curve from the commercial entrance towards Route 20 that may be a sight
obstruction.
I do not agree that a three person crew located at the intersection of Route 20 directing people when the
intersection if clear to proceed is a safe solution to the lack of sight distance. This is not an acceptable traffic
control practice and should not be permitted. There will be a liability to the people responsible for determining
what an acceptable gap is for a driver exiting the site that may not comply with a certain drivers ability's. In
addition, I do not think that there is a safe location for this crew to be located to make these determinations.
The acceptable practice is to provide police traffic control at an intersection with the proper approach signing.
The location of this intersection will even make police intersection control difficult and will have safety issues. I
also disagree with the assumption that shuttle bus drivers are adept in safety situations where they are unable
to see what is approaching due to the lack of sight distance.

Joel,
Checking in on you to see if you received the Sieg Special Events — Special Use Permit resubmittal and if you have had a
chance to review it.
I have received comments from Glenn Brook's of Engineering (see below). Let me know when you have your comments
completed as the applicant wants to discuss them.
10 -22 -12 Comments from Engineering: "This plan appears to show a sight distance easement necessary on the property
across the road, T.M. 63 -4. It is recommended this be obtained prior to SP approval, or if the off -site owner agrees to
provide the easement, it could be made a condition of the SP.
A traffic study is recommended. The information provided with this revision is helpful, but it does not detail the levels of
service at the intersection and entrance, or even the possible turn lane warrants as a measure of how safe these
locations would be. A condition for traffic management is possible, and has been used in other cases, but it may become
an enforcement issue for zoning. It is noted that traffic management does not necessarily help the sight- distance issue,
which should be addressed regardless.
The County should consider standards for special event venues. Entrances roads and parking should have requirements
based on the frequency of use and size of the events."
