We have a few comments which are listed below: Engineerinje and Water Resources 1. The fill in the floodplain should be minimized if at all possible. The grading and sections provided so far seem to fill in most of the floodplain areas, confining the channel to a smaller, faster section, with no storage in the fringe on the site, and greater possibility for channel erosion, or flooding on the opposite bank. Rather than a maximum possible scenario, the actual grading necessary for the site and road should be used. 2. The proposed floodplain on the opposite side of the creek should also be shown. It is currently flooding much of the road and development on the opposite side at 5th Street, and filling in the site would appear to make this worse, or at least more frequent, from a common -sense perspective. 3. Please provide the LOMR referenced for the flow value used. It is not clear where this comes from, or how it correlated to the current FIRM. 4. It is difficult to correlate the old HEC -2 models for the existing FIRM elevations to the new HEC - RAS models, but it appears the new models are using much increased coefficients on the overbanks, and decreased coefficients in the channel. (HEC2, 0.07, 0.045; HEC -RAS, 0.12, 0.03) The result, of course, appears to confine more of the modeled flow to the channel, improving floodplain results unrealistically. A valid model to model, and floodplain to floodplain, comparison should use the same parameters. Planning The following comments related to the proffers are provided by Claudette Grant: 1. Most of the proffers do not relate to flood plain issues; however, Proffer 7: Moore's Creek Erosion and Buffer Projects does speak to stream bank restoration and stream channel stabilization. Make sure the proposed disturbance along Moores Creek will not be an issue for proffer 7. Page 1 of 2 Revised 4 -8 -11 eke Fees — MAKE CHECKS OUT TO COUNTY OF ALBEMARLE; PAY AT COMMUNITY DEVELOPMENT FRONT DESK Recently, the Board of Supervisors amended the zoning ordinance to require that applicants pay for the notification costs for public hearings. Prior to scheduling a public hearing with the Planning Commission, payment of the following fees is needed: $228.50 Cost for newspaper advertisement $210.81 Cost for notification of adjoining owners (minimum $200 + actual postage /$1 per owner after 50 adjoining owners) $439.31 Total amount due prior to Planning Commission public hearing Prior to the Board of Supervisor's public hearing, payment of the newspaper advertisement for the Board hearing needed. $228.50 Additional amount due prior to Board of Supervisors public hearing $667.81Total amount for all notifications Notification of adjoining owners and an associated fee are not needed unless a deferral takes place and adjoining owners need to be notified of a new date. Fees may be paid in advance and a payment for both the Planning Commission and Board of Supervisors public hearings may be paid at the some time.
