HomeMy WebLinkAboutSDP201200046 Review Comments Preliminary Site Plan 2012-12-14County of Albemarle Department of Community Development Memorandum To: Mike Myers From: Megan Yaniglos- Senior Planner Division: Planning Services Date: August 21, 2012 Revl: December 5, 2012 Subject: SDP201200046 and SUB2012 -091 Cascadia- Preliminary Site Plan and Preliminary Subdivision Plat The Planner for the Planning Services Division of the Albemarle County Department Community Development will recommend approve the plan referred to above when the following items have been satisfactorily addressed. (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] 1. [Code of Development; page4] Show building footprints and all parking areas. Revl: The details /titles for the details on sheet PS14 seem to be switched. Revise for final site plan. 2. [32.5.6] Show all dimensions. Dimension the width of lots, sidewalks, streets, pavement width, lengths, driveways, parking spaces, travelways, landscaping strip etc. Most of these are missing from the sheets. They should show up on all sheets. Revl: This information needs to be shown for the townhouse units. All dimensions need to be shown. The detail will work for the single family, however the TH unit information needs to be shown on the plat /plan. 3. [32.5.6] Show all setbacks and build to lines on the lots. Revl: See comment above for townhouse units. 4. [Code of Development] Provide the table shown on page 14 in the Code- amenity areas chart and state how much is proposed vs. required. Revl: Comment addressed. 5. [32.5.6(1)] Show all easements for all utilities on all the sheets. Revl: Comment addressed. 6. [32.5.6(1)] Is it possible to locate the storm sewer under the road instead of along the road and in the planting strip? Have the sewer in the planting strip in almost the whole length of the proposed roads will prevent any street trees from being planted in the planting strip. Revl: Comment addressed. 7. [Code of Development] Show the trails /greenway in Block 6. Revl: State which type of trail will be built, Class A or Class B. Also provide a detail of the trail in the plans. 8. [Code of Development] Show the conservation preservation areas Revl: Comment addressed. 9. [32.5.6] All alleyways must be a minimum of 20' in pavement width per the State Fire Code. Revl: Comment addressed. 10. [32.5.6] Show driveways in Block 7 townhouses. Revl:Comment addressed. 11. [Proffer #I A(1)] If any single family lots are affordable note on preliminary plat. Along this same line provide an Affordable Housing table so that tracking can be done to ensure that the proffer is being met with each plan. Revl: This will need to be shown on the final site plan. 12. [Proffer #31 Show the required 30' wide easement that is described in proffer #3. It appears that a 10' trail is being provided in this general area, however a 30' easement needs to be provided. Revl: The approved rezoning plan shows a Class A trail through the Entry Park that connects to Broadus Woods. This connection will also be required in addition to the one being shown. The one currently being shown can be replaced with the 30' easement shown on the required Class A trail in the Entry Park. 13. [Proffer #2] Need to dedicate 20' of public right of way with first subdivision plat. Show this dedication on the preliminary. Revl: This will need to be shown on a separate plan sheet, not on the existing conditions sheet for the final plat. It may need to be accomplished by a separate plat just for the dedication. 14. [Proffer #5(A)] Show all proposed streets, building sites, surface drainage, driveways, trails and other features that the County Engineer determines are needed to verify that the Plan satisfies the requirements of this proffer. Revl: Engineering to confirm. 15. [Proffer #5(G)] All driveways in front of garages need to be 18' in length. Revl: The waiver request will be going to the Board of Supervisors and will need to be approved prior to approval of the preliminary plan. This is set to be heard on January 9th. 16. [Code of Development; page 25] Show the buffer between Cascadia and Fontana. Revl: Comment addressed. 17. [32.5.6] Provide the street sections that are in the Code of Development in the plan set. Also, provide the street table in the plan that is on page 21 in the COD. Revl: Comment addressed. 18. [32.5.6] Extend Summit Park Circle to the property line. Revl: A pedestrian way will need to be extended all the way to the property line. Also, sidewalks are missing /not shown on portions of the site shown on sheet PS10. 19. [Code of Development; Page 25] Surface Parking Areas with 4 or more spaces shall be relegated to the side or rear of buildings. Revise the Community Center to meet this requirement. Revl: Additional landscaping may be required during final site plan to screen the parking from the public road. 20. [Code of Development; Page 25] Provide a screening fence and detail for the loading area. Revl: Comment addressed. Additional Comments for Final: 1. [Code of Development; page 18] Landscaping in conformance with the Option B plan that was reviewed by the ARB for the Entry Park will need to be shown. 2. [32.7.9] Landscaping meeting the requirements of this section needs to be provided. 3. [4.17] A lighting and photometric plan will need to be submitted for any proposed lighting. 4. All variations requested need to be approved by the Board of Supervisors before approval of the preliminary plat.
