Pleasant, SC 29464 Re: Edenbrook Park — Parking reduction determination (SDP 2012 -042) Dear Ms. Kimbrell, I am hereby approving your request to reduce the required parking to serve the proposed Edenbrook Park development from 168 to 137 parking spaces. This is a 19% parking reduction. This determination is made after considering the information you provided and research we conducted. It is made with the understanding that if there is insufficient parking to serve this use that results in residents and guests regularly parking in unapproved parking spaces, the owner of Edenbrook at the time will be expected to satisfactorily resolve the situation. A summary of the proposed 137 parking spaces to serve this development is as follows: 1. 23 spaces internally on the side with the single building; 2. 76 spaces internally on the other side with multiple buildings; 3. 19 + 4 for a total of 23 spaces along Kimbrell Road (an internal road that will likely predominantly serve Edenbrook); and 4. 15 spaces or half of the spaces available on both side of Irick Road. On- street parking along this road will also serve other uses. This approval is granted with the understanding that parking on a public road cannot be assigned to or limited to a specific private use. On- street parking is subject to V.D.O.T. approval and it is typically reviewed with the road plans. Factors that supported your request include the following: The Humanities Foundation has provided information based on their experience with 20 affordable housing projects in the southeast and three in Virginia. This experience supports the reduced parking requirement. As noted in your letter, many of the tenants are single parents or families that can only afford one car. In Page 2 November 16, 2012 Edenbrook Parking Determination addition, they expect to have some disabled tenants who will rely on others and /or other transportation providers. 2. The 4t" Edition Parking Generation manual by the Institute of Transportation Engineers shows that suburban low /mid -rise apartments average the use of 1.6 parking spaces per dwelling unit. The 137 spaces proposed to serve this use will meet this standard. If you have any questions, please do not hesitate to contact me. Please refer to this parking determination and 137 spaces as required with your submittal of the final site plan. If you are aggrieved by this determination, you have a right to appeal it within thirty (30) days of this notice, in accordance with Virginia Code § 15.2 -2311. If you do not file a timely appeal, this determination shall be final and unappealable. An appeal may be taken only by filing an appeal application with the Zoning Administrator and the Board of Zoning Appeals, in accordance with § 34.3 of the Zoning Ordinance, along with a fee of $240 plus the actual cost of advertising the appeal for public hearing. This form applies to the appeal of a decision of the zoning administrator or any other administrative officer pertaining to the Zoning Ordinance.
