The following issues have been identified that would need to be adequately addressed for an administrative approval. Sign Structure Materials & Colors: • Sheet 1 identifies the stone wall face material as Sterling Rusty Brown and Chocolate Grey. A sample of the stone material was not included with this application. Either provide a sample of the material or a location where this stone has been used locally. If it has been used for an ARB application, provide the ARB file number on the drawing. The ARB chairman has directed staff that a fieldstone color, versus a blue stone color, would be appropriate. • The applicant has verbally indicated that the sign base is to be painted to match the Winestone Velour brick; however, this is not indicated on the sign drawing. Sign Landscaping: • ARB Sign Guidelines state that landscaping should be used to fully integrate the sign and sign structure with the overall landscape plan. Due to the very large scale of this proposal, a substantial landscape proposal, in front, to the side and behind the sign structure will need to be provided. Sign Lighting• • ARB Sign Guidelines state that lighting should be shielded and not create glare. Lighting should be aimed so as not to project illumination beyond the sign. All external light sources shall be white. The current proposal shows LED tubular lighting flush with the top of the curved wall for the full length of the wall. As a result, the lighting extends beyond each end of the 3590 GRAND FORKS BOULEVARD text that it backlights. In order to meet the sign guidelines, the proposal needs to be revised to show the LED tubular lighting only behind the 3590 GRAND FORKS BOULEVARD text. Please reply to this email by Wednesday, January 2, 2013 at the latest, sooner if possible, indicating whether or not you intend to revise this proposal according to the issues identified so it can be approved administratively. The applicant's other option is to request that it be reviewed by the ARB at their January 22, 2013 meeting. Someone representing the proposal would have to be at the meeting to address the ARB. As previously noted, staff did consult with the ARB Chair and he was in agreement with all the issues indentified by staff.
