General Comments Based on comments from Joanne Tu Purtsezova on June 20, 2012, the planner recommended a denial for the following waivers: curb and gutter, travelway width of 18', and critical slopes. I have noted that the revised plans submitted on December 5, 2012 increased the travelway width to 20'. It appears the waivers you are requesting are for curb and gutter and critical slopes only. Please discuss the waivers with the Jonathan Newberry, the new planner for this project. B. Site Plan Waiver for the Miller School Entrance (SDP201200032) 1. The site plan cannot be approved until the ESC and mitigation plan are approved. Per the Board of Supervisors meeting from September 1, 2010, an approved mitigation plan must be implemented before the entrance road is open for traffic. Also, it appears that comments were submitted to the applicant in June 2012 regarding the ESC and mitigation plans. Please note that when a WPO plan is reviewed, but not approved, and a response to comments is not received within 6 month from the date of county comments, the application will be deemed withdrawn. 2. The note for the tree well is missing on sheet C2.2. Please provide the note "Prior to construction and after road stakeout, the contractor shall contact the owner /engineer. They will contact a landscape architect and/or arborist to determine if a tree well can protect the intended trees." 3. It appears that the new stop signs are right on top of storm pipes in station 1 +25 & 5 +28. I recommend relocating the stops signs so there is at least a minimum of 2' cover for storm pipes. 4. The soil stabilization blankets and matting for the slopes steeper than 3:1 will be okay for the site since the area that can be disturbed is very tight due to the baseball field north of the entrance. However, if this stabilization measure fails, we may require a wall or other measure after performing a field evaluation. 5. VDOT approval is required for this site plan. VDOT will also review the new junction box since it connects to an existing culvert on a public road. Engineering Review Comments Page 2 of 2 6. Your submittal includes the June 7, 2010 letter and a map of the existing impervious areas to be removed. Per Sec. 17 -203, a sediment and erosion control plan is still required for these areas since the land disturbance is greater than 10,000 sf. Please include a sheet in your set of plans.
