The Site Development and Water Protection Plans (SDP201200024, WP0201200082) submitted 28
November 2012 have received Engineering Review and do not appear to meet Albemarle County
minimum checklist items for approval. Please adequately address the following comments in bold
type for final approval:
A) Site Development plans (SDP201200024)
1) Please state on the plan that the topography is accurate and the date you visually certified it. All
topography should be at least visually verified by the designer within the last year [18- 32.6.6, 14 -302,
Policy for date]
2) The previous comment "all parking rows protected by curbed islands [Policy per 18- .4.12] Loading
space requires the Island extended to protect the entire 12x25 space." Comment not adequately
addressed. The Loading Space needs protection from the travel way for the total depth of the 25'
parking area depth. Please extend the existing island between the travel way and the Loading Space.
Please schedule a Thursday meeting if this comment is not clear.
3) There appears to be an area in the travel way between the lower and upper parking areas that tapers
down to @ 19' in width just before the Upper dumpster pad area. Please correct the travel way to a
minimum 20' width. Please schedule a Thursday meeting if this comment is not clear.
4) Please show the Stormwater system route to the outlet. The stormwater conveyance system this plan
is attaching to does not appear to have an outlet. In which direction and to what end does the
stormwater system daylight? Please schedule a Thursday meeting if this comment is not clear. MS -19
remains incomplete for this project. Plan cannot be approved until MS -19 has been adequately
addressed. MS -19 requirements can be found in VESCH chapter 8, page 25.
5) The off -site drainage on the North -West portion of the site appears to require easements for both the
stormwater pipe connection and the overland flow into the drop inlet. Please show the required
easements on the site plan and on the plat.
6) Filterra box appears to be exposed by the slope. Please show how the Filterra will fit into the site
without hanging out of the slope.
B) Stormwater Management and Mitigation Plan (WP0201200082)
1) Drainage area maps do not appear correct. Please show actual drainage areas to each
drainage structure. Please include all roof divides. Drainage areas map was not found
in submittal package as noted in comment response letter. Please submit drainage
area map with next submittal. Drainage area maps will be required to determine
how much SWM will be loaded into the existing basin on the Hollymead Town
Center Basin currently owned by Post Office Land Trust. Please submit a copy of
the SWM agreement with Post Office Land Trust for review.

2) Please submit a copy of the Filterra approval letter for use in this site location.
3) The Spread for ST -4 is 9.52 feet and will completely cover the Filterra inlet structure. Please verify
this is acceptable to the Filterra manufacturer.
4) The Filterra is noted as a 6x6 unit but is shown as a 6x10. Which Filterra is proposed for this
location?
5) Please submit a copy of the Percolation tests (soil infiltration analysis) for the proposed bottom of the
infiltration structure (to a 3' min. depth below bottom of structure). Infiltration rates will need to be
within the parameters of VSMH 3.10.
6) Please provide construction details for the area of the drop - inlet, Filterra, and underground infiltration
structures for adequate construction and inspection for approval. To include , but not limited to the
following:
a) Please show the observation wells on the opposite end from the access way into the
underground infiltration structure.
b) Please show access ways into the underground infiltration facility for inspection and
maintenance. Manhole structures are recommended for each run of infiltration pipe.
C) Please show the Emergency Overflow Channel in the event the capacity of the underground
infiltration structure is exceeded.
d) Due to the proximity of the underground infiltration facility to the slope above the parking
area for CVS, it is recommended the embankment be constructed as a dam, with impermeable
clay soils, to prevent seepage and /or slope failure into the CVS parking area.
7) This office will assume the Filterra is the pre - treatment for the underground infiltration facility. Please
submit additional information if this should not be the case for this project.
C) Erosion Control Plan (WP0201200082)
The previous plan WP0201100047 was deemed withdrawn 27 February 2012 due to lack of timely
response per 17 -204.F of the County Code. The new WPO file number for this project is WP0201200082.
1) The Sediment and Erosion Control plan does not appear to show how the site will be protected during
construction per the minimum Standards of the VESCH. Please show in more detail how the site and
surrounding area will be protected from sediment loss and /or damage to adjacent properties and
waterways during the grading and construction phase of development. Please schedule a Thursday
meeting if this comment is not clear. Please add a diversion across the South Building area
leading into the sediment trap. The trap will need to be sized for the total drainage area
contributing to the trap.
2) Please add the Albemarle County Paved Construction Entrance detail on the E &SC portion of the plan
submittal. The Temporary Paved Construction Entrance Detail is in the County Design Standards
Manual. The paved temporary construction entrance is required for approval. The contractor
and WPO inspector will work together to provide the required protection for the site
construction entrance.

3) Please show inlet protections with emergency overflow protections. Inlet protections without
emergency overflow protection tend to clog and fail during run -off producing rain events, which
create more damage to existing neighboring sites than is acceptable or defendable when other design
options are available. The inlet protection detail still does not have adequate overflow protection.
Please do not use the inlet protection details without overflow protection. This office
recommends only plate 3.07 -8 on page III -45 of the VESCH for this application type.
Water Protection data could not be verified for compliance to minimum requirements at this time. Additional
comments and /or conditions may be required once requested information is received for review.
Once these comments have been addressed, please submit 2 copies of the revised plans, calculations, and
narratives to Current Development Engineering along with the required review fee and transmittal form.
