Subject: SDP201200069 Albemarle County PSTF Firearms Range - Final Site Plan
The Planner for the Zoning & Current Development Division of the Albemarle County
Department Community Development will recommend approve the plan referred to above when
the following items have been satisfactorily addressed. (The following comments are those that
have been identified at this time. Additional comments or conditions may be added or eliminated
based on further review.) [Each comment is preceded by the applicable reference to the
Albemarle County Code.]
1. [CCP201200001 & Conditions of Approval] Health Department approval is required for
proposed vault toilets prior to final site plan approval. As previously discussed, please
provide VDH approval documentation.
2. [Special Exceptions Approved at 12 -5 -12 BOS Meeting] The note provided on sheet CA-
001 which lists the waivers granted by the BOS at their December 5, 2012 meeting
incorrectly references the applicable sections of the ordinance which were subject to the
approval. Revise to assure the correct special exceptions/ sections are noted on the plan (it is
suggested the statement provided below replace the existing note on the plan).
"At the December 5, 2012 Board of Supervisors meeting the Board approved special
exceptions to authorize parking areas and access aisles to have gravel rather than paved
surfaces (County Code §18-4.12.15(a)), to authorize parking areas and access aisles to be
constructed without curb and gutter (County Code §18-4.12.15(g)), to not require interior
parking lot landscaping (County Code §18-32.7.9.7(b)), and to not require parking lot
screening (County Code §18-32.7.9.8(c)(2)) at the proposed Albemarle County Firearms
Range."
3. [Conditions of Approval & 32.7.9.4(c)(1)] Provide the general type of trees in the preserved
wooded area, evergreen or deciduous.
4. [Conditions of Approval & 32.7.9.4(b)] Provide a landscape conservation plan checklist on
the plans. This must be filled out and signed by the owner. A template is attached.
5. [Conditions of Approval & 32.7.9.4(b)] On the plan assure that the location and type of
protective fencing is provided. Typically a cutsheet/ breakout of the protective fencing type is
also depicted in the plan.
6. [32.6.6(f)] Please include a signature panel for final approval on the Cover Sheet. Signature
lines shall be provided for:

7. [Comment] On sheet CA -001, under Civil Sheet Index, sheet "CP -101 Planting Plan &
Planting detail" is missing from the cover sheet. Please add it to the cover sheet.
8. [Comment]On sheet CA -002, note #21, in the sentence please clarify which plan shall be
void; Erosion & Sediment Control Plan.
9. [32.6.60) & (p)] No information regarding outdoor lighting was submitted for review; please
verify that no outdoor lighting is proposed. It is recommended that on the plan provide a note
be provided which states that there is no outdoor lighting proposed.
The following comments are from the 11 -13 -12 PC meeting. During which concerns of lead
mitigation, safety, noise, eyebrows and berms were discussed.
10. [11 -13 -12 PC Meeting] It was stated that; "The Firearms Range site plan does not impact the
cap. It does not cut into it." However on sheet CE -110 it appears that there is some grading
occurring on the landfill. Is this necessary or can the site be designed to avoid this?
11. [11 -13 -12 PC Meeting] It was stated that; "Eyebrows are a wooden structure that go on top
of the impact area of the berms and the backstop that prevent lead rounds from ricocheting
out and leaving the range. While they were not shown on the preliminary site plan, they will
be shown on the final site plan." The final site plan does not depict eyebrows atop the berms.
Revise site plan to provide eye brows or some other approved method to address this
concern.
12. [11 -13 -12 PC Meeting] Discussions of the firing line not being depicted on the prelim site
plan. The firing line design was a concern at the meeting. This is the place from which the
sound comes where the muzzle is or where the sound originates. There are a number of best
practice designs that can be implemented at the firing line to both mitigate noise and to
increase the unlikelihood that a stray bullet would going over the berm. The final site plan
does not depict a firing line. Revise site plan to provide firing lines or some other approved
method to address this concern.
