County of Albemarle Department of Community Development Memorandum To: Megan Yaniglos, Senior Planner From: Amelia McCulley, Zoning Administrator Date: January 2, 2013 Subject: S.P. 2012 -30 The Peabody School — 2nd comments I have reviewed the resubmittal of this application. Please consider the following comments: 1. The applicant has provided appropriate actions to address the problem of unauthorized parking on Stoney Ridge Road (no parking signs, informing the parents and providing off -site faculty parking). I have not observed the site to confirm that this parking is no longer occurring. 2. While the applicant has submitted parking calculations for existing and proposed enrollment/faculty numbers, the information does not explain the basis for the proposed parking numbers with regards to parents /guests. The parking for faculty /staff is articulated appropriately as 1:1 ratio. In a situation such as this, the existing parking needs would typically be determined with a study of the parking needs of this use at numerous different times in a typical day in which the school is open. The proposed parking for future needs can then be based on an assumption that is extrapolated from the existing needs. Some studies count cars onsite every hour the use is in operation. A study for this use could likely skip a few hours between the start of the school day and lunch, then after lunch until pickup. Without some real data, the proposed parking numbers can't be validated. We applaud the use of off -site parking agreements for faculty /staff parking for the remainder of the school year. Please be aware that Section 4.12.8 a requires a parking arrangement to be approved by the County Attorney's office and recorded for permanent off -site parking. The two current agreements are only in effect until May 30, 2013. In addition, the agreement with Moore's Electric allows them to terminate the agreement with 3- weeks' notice. We recognize that Peabody School plans to ultimately provide sufficient onsite parking once the new parking lot has been constructed. Please articulate the plan for the provision of parking a) if Moore's should terminate the current agreement and b) after May 30, 2013 if the new parking area has not yet been constructed. From Zoning Ordinance Section 4.12.6: Schools: The number of proposed spaces shall be shown in a parking study submitted by the school division (public schools) or the school (private schools). The number of required spaces shall be determined by the zoning administrator. In making the determination, the administrator shall consider the recommendations in the parking study, traffic generation figures either known to the industry or estimated by the Institute of Transportation Engineers, peak parking demands, and other relevant information.
