As noted in Jack's email, we will conduct a review of the proposed water relocation and there appears to be adequate space to install the new water main within the existing and newly acquired right -of -way. In our meeting this was discussed and I thought resolved that review of the Plat (right -of -way, drainage & temp. construction) could be separated from design review. To support this please consider that for the right -of -way & easement acquisitions represented on this Plat the independent appraisal, offer, approval by owners, BOS public meeting /approval, and signatures have already been completed per the VDOT procedures required for us to pay for the acquisition with our Safe Routes to School grant funds. Should a portion of the waterline (located within the existing public right -of -way in front of the Morris property) need to be relocated it appears that it can be accommodated within the existing and newly acquired right -of -way. However, should it necessitate acquiring anACSA easement from the Morris's, we would need to repeat the acquisition process separately. 4 Therefore, to assist us in completing this acquisition transaction I would be grateful if you'd please communicate to Ellie Ray (Community Development) and I that the ACSA has "no objection" to the current Morris Plat (SUB 2012 -105). In addition to the fact that we'd have to conduct a separate acquisition process for any additional easements, please consider this information. • The existing waterline is within the existing public right -of -way and additional right -of -way was acquired to corner of Ballard Drive • The waterline crosses an existing 24" road culvert (which has about 12" cover) so it's safe to assume the waterline is below the culvert. • Our project will extend the culvert (at existing slope) beyond existing right -of -way, thus need for drainage easement which does not conflict with your waterline. %hindVDOT DI -2B and 2C structures were specified on the plan (box extends 16" the face -of -curb) but the box width was drawn at 3 ft on the plan sheet. This will be corrected and compared to the existing waterline when its location is verified. • Grading will consist of backfilling behind the curb and filling the existing ditch. The temporary construction easement will allow us to shape the fill tie -in on the areas beyond the existing and new public right -of -way. • Per our meeting this portion of the waterline has a tracer wire and is to be located and marked in the field by ACSA. • In event of a conflict we will try to adjust the drainage structures and if necessary relocate the waterline.
