Megan & Amelia:
Thanks for this information. As I mentioned in voicemail messages to both of you this morning, we appreciate
the feedback on the parking study, and would like to conduct it this week if possible. But we also want to make
certain that we carry out the study in a way that meets your expectations and requirements. For your ease in
responding, our questions are listed below:
1. Is it agreeable for Peabody representatives to carry out the parking study, or is a professional traffic
engineer required? Peabody representatives can carry out the study.
2. We propose to count cars for two consecutive days this week. Counting cars every 5 minutes during
peak drop off and pick up, and every 15 minutes during the non -peak hours. Please let us know if this is
a long enough study, or if you want more days of counting. Peabody can conduct more, but does not
want to do more if that is not required. The study would involve detailed data and photographs. This
sounds like it will be more than adequate. / think you could drop to every 15 minutes during peak and
every 30 to 60 minutes during non -peak, to save your time%ffort. After going on there and seeing the
traffic, I would suggest every 5 minutes or so during the peak, as it seemed to be only a period
of about 30 to 45 minutes in the morning when the traffic and drop offs are heavy, so it may not
be as accurate if it is done every 15 minutes.
3. When would you need this information? Your email mentions that it can be submitted outside of a
resubmittal, but that it is required before setting the Planning Commission hearing date. Does that
mean that if we resubmit it this week or next that we could start scheduling the PC hearing soon
thereafter? Obviously, the sooner the better. I recommend that we finalize the parking needs and how
they will be met prior to the PC hearing. Ideally, we'd like to be able to demonstrate that the required
parking will be entirely met onsite after the proposed parking lot is built. If that's not possible, we'd like
to know that parent/guest parking can be met onsite and that there are permanent arrangements for
offsite parking for faculty and staff. In addition in terms of timing, we'd like to know that the parking lot
will be built prior to any increase in enrollment or loss of offsite parking. Yes, soon after we can
schedule, provided that Amelia is okay with the new information.
4. Site plan question: do you have any idea whether the proposal reflected on our SUP exhibit would
constitute a major site plan amendment or a minor amendment? That will help Collins Engineering,
which is planning to submit the site plan amendment application next week. This would need to be a
major amendment.

Good Morning Valerie,
hope you had a good holiday and new year.
wanted to get back to you on your resubmittal of Peabody School. I have attached Amelia's latest comments.
More information needs to be provided for the parking study. I spoke to her this morning to get some
clarification and she wants some hard numbers on how much the school is currently using. Perhaps counting cars
is the answer, and I think during the peak times in the morning and afternoon, and then periodically during the
day (once every half hour), would work. During the peak hours, you may need to count every 5 minutes or so,
so that there is an accurate count. Then take those numbers and figure out how many spaces are needed.
Also, she would like to know if the existing parking is sufficient for the expansion of students. We were talking
about if we would need a condition that would limit enrollment until the parking lot is built if the parking will
be needed for the 70 more students.
If you need some more information, feel free to contact Amelia or myself on this.
This information can just be submitted and figured out outside of a resubmittal. This seems to be the only thing
that really needs to be worked out before setting a PC date, although I have yet to hear from engineering, fire
and rescue comments seem to be able to be addressed during site plan stage.
