These comments do not constitute a final review of your project. The Agent has made a good faith effort to determine compliance with the requirements of Chapter 18 of the Code of the County of Albemarle, and to identify all deficiencies. It is possible that during the formal review of your application that additional comments may be generated. Failure to identify a deficiency during preapplication review does not relieve the project from compliance with Chapter 18 of the Code. In accord with the provisions of Section 32.4.1.4 of Chapter 18 of the Code of the County of Albemarle the agent has reviewed the above referenced preapplication plan and has the following comments: Compliance with zoning. The proposed use and density DOES comply with the Chapter 18 of the Code and the application plan. The plan will still need to meet many of the proffers, and comments are provided under the required changes. Required changes. The following changes are required for the plan to comply with Chapter 18 of the Code, proffers, special use permit, special exception, variance, application plan or code of development: 1. [Proffer #8]- Submit a Landfill Work Plan to DEQ. Provide the County a copy of both the submitted and approved Landfill Work Plan, as a condition of approval of the initial site plan. Also, grading permits may be issued pending the completion of the work described within the Landfill Work Plan. If early grading is sought, Zoning will determine how much work will need to be completed from the Work Plan prior to issuing grading permits. 2. [32.5.2(n)] Existing and proposed improvements. Show the greenway trail that was shown on the application plan. Also, provide the overall square footage of recreational areas, percentage and acreage of all open space. 3. [32.5.2(b)] Information regarding the proposed use. Break down the schedule of parking, show the amount required vs provided. Also, include how many loading and handicap spaces are being provided. 4. [32.5.2(s)] Additional information. Please label existing 100' WPO buffer for Moore's Creek. 5. [32.5.2(n)] Existing and proposed improvements. Please include safety railing or guardrail for all retaining walls of height greater than 4' 6. [32.5.2(k)] Proposed sewer and drainage facilities. Please label all proposed drainage and stormwater management access easements. 7. [32.5.2(s)] Additional information. Please label intersection sight distance lines at all proposed road intersections. 8. [32.5.2(s)] Additional information. Please label proposed road horizontal curve radii for all proposed roads including Bent Creek Parkway. 9. [32.5.2(1)] Streets, easements and travelways. Please label proposed access road widths and entrance radii and sidewalk widths. 10. [32.5.2(s)] Additional information. Please include Albemarle County general construction notes. 11. [32.5.2(k)] Proposed sewer and drainage facilities. Please include all proposed pipe diameters or a statement indicating minimum proposed pipe diameter shall be 15 ". 12. [32.5.2(r)] Symbols and abbreviations. Provide a legend for all the symbols. There are some that are missing, by some of the buildings labeled restaurants, on sheets 8 and 9, appearing that there are patios, but it is unclear of what the hatching there is showing. 13. [32.5.2(1)] Existing and proposed utilities. Show the proposed easements across public right of ways/ within the right of way. 14. [32.5.2(n)] Existing and proposed improvements. a) Show the location and dimensions of all the walkways. Some dimensions are missing for the walkways in front of buildings, be sure all dimensions are shown on all sheets. b) Dimension out the maximum height for all of the proposed retaining walls. c) Provide a typical enclosure detail for all the dumpster locations. 15. [32.5.2(b)]The special use permit for Fill in the Floodplain (SP2012 -029) is currently under review. This permit will need to be approved before the initial site plan can be approved. 16. [Proffer #9] If early grading will be sought, a Water Protection Ordinance plan and application will need to be submitted and approved. Also, Proffer #9 will require a Phase I Historic Resources Survey before commencing land disturbance. 17. [Proffer #3] Show the Passive Open Space and Trailhead Park on the initial plan. 18. [Proffer #5] Change "Tree Preservation" to "Tree Conservation ". Provide a forest stewardship plan in accordance with this proffer. 19. [Proffer #10(D)] Provide a description of the proposed use of Rainfall Harvesting for the property. Additional information. The following information is required to be submitted with your site plan application: - Application [Attached] - If an early grading permit will be sought a separate Water Protection Ordinance (WPO) application must be submitted. Staff has provided references to provisions of Chapter 18 of the Code. The Code is kept up to date by the County Attorney's office.
